(a) the details regarding the total number of proposals received and approved under each component of
Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) during the last five years, yearwise and State-wise
including district-wise in Andhra Pradesh;
(b) the details regarding the total amount of funds approved, released and utilised under each component of
PMKSY during the last five years, year-wise, State-wise and district-wise in Andhra Pradesh;
(c) the details regarding physical progress including projects under approval stage for Andhra Pradesh,
year-wise, component-wise and district-wise;
(d) the details regarding the number of beneficiaries (farmers/farmer groups/SHGs) covered under each
component, year-wise, State-wise and district-wise in Andhra Pradesh; and
(e) the details regarding monitoring, evaluation and audit actions taken (Central/State monitoring visits,
third-party evaluations or other audit observations) for PMKSY projects in Andhra Pradesh during the said
period and the remedial measures taken thereon?

(a) to (d) PMKSY is an umbrella scheme, consisting of two major components being implemented by
Ministry of Jal Shakti, namely, Accelerated Irrigation Benefit Programme (AIBP), and Har Khet Ko Pani
(HKKP). HKKP, in turn, consists of Command Area Development and Water Management (CADWM),
Surface Minor Irrigation scheme (SMI), Repair-Renovation-Restoration of water bodies (RRR), and
Ground Water Management. However, during approval for continuation of PMKSY during 2021-26,
Ground Water Management Component was only approved for committed liabilities.
In addition, Watershed Development component (WDC) of PMKSY is being implemented by
Department of Land Resources. Further, Per Drop More Crop (PDMC) was implemented by Department of
Agriculture and Farmers Welfare (DoA& FW) under the umbrella of PMKSY during 2016-22, which is
now being implemented by DoA& FW under Rashtriya Krishi Vikash Yojana (RKVY).
Under AIBP, HKKP-SMI and CADWM, no new proposal received and approved during the last
five year in Andhra Pradesh.
1Further under HKKP-RRR, the rejuvenation of 135 water bodies at a total estimated cost of Rs. 70.72

Apart from the above, under PMKSY-PDMC, 305.279 thousand hectare area has been brought under
micro irrigation in Andhra Pradesh with central assistance of Rs. 946.42 Crore during last five years. The
details are annexed as Annexures-II.
Similarly, under WDC component of PMKSY, the Central Assistance of Rs. 380.76 Crore was
released for 59 projects in 13 districts of Andhra Pradesh. Out of Rs. 380.76 Crore, Andhra Pradesh
government has utilized Rs. 360.02 Crore from 2021-22 to till date. The details are annexed as Annexures-
III.
(e) Central Water Commission (CWC) regularly monitors the projects under three components of PMKSY
namely AIBP, CADWM & SMI-RRR. The concurrent evaluation by an independent agency and audit of
the scheme, to be undertaken by the State Government, which has not been carried out by the Government
of Andhra Pradesh.
Under WDC-PMKSY, a third-party agency has been engaged through AP Procurement tenders and
the agency is regularly submitting the field observation reports as per the prescribed MoU norms. Further,
Department of Land Resources at Central level has engaged National Institute of Rural Development and
Panchayati Raj, Hyderabad for Mid-Term evaluation of WDC-PMKSY projects across all States/UTs
including Andhra Pradesh. The evaluation of the PDMC Component was taken up by the NITI Aayog
during 2020-21.
