IMPLEMENTATION OF PMKSY IN MAHARASHTRA

Will the Minister of JAL SHAKTI be pleased to state:
(a) the main objectives and the current status of the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY)
across the country including Maharashtra;
(b) whether Akola and Washim districts of Maharashtra have been included under the PMKSY during
the current year, if so, the details thereof;
(c) the number of projects sanctioned or operational under each component particularly in Washim-
Yavatmal Parliamentary Constituency;
(d) the action plan prepared for Akola and Washim districts so far along with the time by which
implementation is likely to be completed;
(e) the funds allocated, released and utilised under PMKSY in Maharashtra particularly in backward,
most backward and aspirational districts during the last five years, year-wise and component-wise;
(f) whether the scheme covers both drought as well as deficient rainfall affected districts and if so, the
details thereof and the time by which all such districts are likely to be included under the scheme and if
not, the reasons therefor; and
(g) the details and the number of direct and indirect employment generated through PMKSY projects in
Maharashtra during the last five years?

(a) to (c) Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) was launched during the year 2015-16,
with an aim to enhance physical access of water on farm and expand cultivable areas under assured
irrigation, improve on-farm water use efficiency, introduce sustainable water conservation practices, etc.
Pradhan Mantri Krishi Sinchai Yojna (PMKSY) is an umbrella scheme, consisting of two major
components namely, Accelerated Irrigation Benefit Programme (AIBP) and Har Khet Ko Pani (HKKP),
being implemented by Ministry of Jal Shakti. Watershed Development component is being implemented
by Department of Land Resources, Ministry of Rural Development. Per Drop More Crop (PDMC)
component, being implemented by Department of Agriculture and Farmer’s Welfare, was implemented
1under the umbrella of PMKSY till March’2022 and now being implemented under Pradhan Mantri-
Rashtriya Krishi Vikas Yojna (PM-RKVY).
Implementation of PMKSY for the period 2021-22 to 2025-26 has been approved by Government
of India in December,2021.
Ninety-Nine (99) ongoing Major/Medium Irrigation projects (and 7 phases) with pari-passu
command area development in 88 projects were identified and included under PMKSY during 2016-17.
Out of them 26 projects are from Maharashtra.
Nineteen (19) major and medium irrigation projects have been taken up for funding under PMKSY-
AIBP after approval of implementation of PMKSY for the period of 2021-26. Out of them three (03)
projects are from Maharashtra.
29.23 lakh hectare additional irrigation potential has been created under PMKSY-AIBP and 22.21
lakh hectare command area has been developed under PMKSY-HKKP-CAD&WM during 2016-25. Out
of them 4.16 lakh hectare irrigation potential has been created and 2.71 lakh hectare command area has
been developed in Maharashtra during this period. However, no project benefitting Akola and Washim
districts of Maharashtra has been included under PMKSY-AIBP or PMKSY-HKKP-CAD&WM.
Details of projects included under PMKSY-AIBP and PMKSY-HKKP-CAD&WM benefitting
Yavatmal district of Maharashtra are given below:

(d) In addition to PMKSY scheme, Government of India has approved a special package for
completion of irrigation projects to address agrarian distress in Vidarbha and Marathwada and other
chronically drought-prone areas of Rest of Maharashtra in 2018. The package consists of eight (08)
Major and Medium Irrigation (MMI) Projects and 83 Surface Minor Irrigation (SMI) Projects. Out
of them three (03) major and medium projects namely Purna barrage-2 project, Jigaon project and
Ghungshi Barrage Project benefit Akola district of Maharashtra. Further, seven (07) seven SMI
projects benefit Akola district, eighteen (18) SMI projects benefit Washim district and fourteen (14)
SMI projects benefit Yavatmal district of Maharashtra.
2(e) Central assistance provided to Maharashtra under PMKSY-AIBP and PMKSY-HKKP-
CAD&WM in last five years are as follows.

(f) & (g) PMKSY-AIBP scheme prioritizes projects benefitting drought prone areas in terms of
relaxation in inclusion criteria and higher central assistance. Eligibility criterion of having at least
fifty percent (50%) physical progress for inclusion of projects under PMKSY-AIBP has been relaxed
for the projects having more than 50% command falling in drought prone area. Further, the
prevailing funding pattern of 25 (Centre): 75 (State) for projects in general category states has also
been enhanced to 60 (Centre): 40 (State) for projects benefitting drought prone area in proportion to
their drought prone command area.
Out of 29 projects of Maharashtra included under PMKSY-AIBP, 17 projects benefit drought
prone areas of Maharashtra.
Employment generation data through PMKSY projects is not maintained by this Ministry.
