IMPLEMENTATION OF PMKVY 4.0 IN BIHAR
2697. SHRI ARUN BHARTI:
Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be
pleased to state:-
(a) the current status of the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 4.0,
and the number of candidates trained and certified in Bihar under the said phase;
(b) the number of Pradhan Mantri Kaushal Kendras (PMKKs) and other accredited
training centres operational in the Jamui Lok Sabha Constituency;
(c) the steps taken/being taken by the Government to introduce new-age skill
courses such as drone technology, EV repair, AI in training centres in districts like
Jamui;
(d) the total funds allocated to Bihar for skill development during the last financial
year and the utilisation status; and
(e) the measures taken/being taken by the Government to improve placement
rates and ensure that the skills being taught align with industry demands in the region?

(a) Ministry of Skill Development and Entrepreneurship (MSDE) is implementing
Pradhan Mantri Kaushal Vikas Yojana 4.0 (PMKVY 4.0), for imparting skill
development training through Short-Term Training (STT) and up-skilling and re-skilling
through Recognition of Prior Learning (RPL) to the youth across the country, including
Bihar. At all India level, as on 31.12.2025, a total of 27.09 lakh candidates have been
trained and 18.79 lakh candidates have been certified under PMKVY 4.0. Further, as
on 31.12.2025, for the State of Bihar, 1.27 lakh and 0.78 lakh candidates have been
trained and certified respectively under PMKVY 4.0.
(b) Jamui Parliamentary Constituency consists of whole Jamui district, part of
Munger district and part of Sheikhpura district. Under PMKVY 4.0, which has been
operational since FY 2022-23, a demand-driven mechanism is followed for evaluating
proposals submitted by Project Implementing Agencies. This is followed by
comprehensive accreditation and affiliation process conducted via the Skill India
Digital Hub (SIDH), which is project-based and regularly updated. As on 31.12.2025,
31 Training Centres (including 03 Pradhan Mantri Kaushal Kendras) have provided
project-based skilling under PMKVY 4.0 in Jamui, Munger and Sheikhpura districts.(c) Under PMKVY 4.0, various steps have been undertaken to introduce new-age
skill courses in order to keep pace with the evolving industry demands and advent of
new age technologies. More than 600 new-age, industry-aligned courses in sectors
such as AI, 5G technology, Cyber security, Green Hydrogen, Drone Technology etc.
have been introduced to equip the workforce for Industry 4.0. As on 31.12.2025, a total
of 969 candidates have been trained and 816 candidates have been certified in Jamui
district under PMKVY 4.0.
(d) The PMKVY 4.0 is a demand driven scheme in which targets are allocated to
Training Partners, including State Skill Development Missions (SSDMs), based on the
proposals submitted by training partners. Under PMKVY 4.0, a total of Rs. 62.33 crore
has been disbursed to training centres located in Bihar for conducting skill training in
the State of Bihar in the last financial year (2024-25).
(e) The Government has taken various steps to strengthen industry linkage and
placement outcomes under PMKVY 4.0. The courses under PMKVY are designed by
industry-led bodies addressing the requirement of emerging sectors. Training has
been imparted in Future ready job-roles addressing the requirement of Industry 4.0,
emerging sectors like Drone, Artificial Intelligence (AI), Robotics, Mechatronics, etc.
Further, to enable the opportunities for employments, Skill India Digital Hub (SIDH)
platform has been launched as a one-stop platform that integrates skilling, education,
employment, and entrepreneurship ecosystems to provide a lifelong array of services
targeting a wide range of stakeholders. Details of the trained candidates are available
on SIDH portal for connecting with potential employers. Through Skill India Digital Hub,
candidates can have access to jobs and apprenticeship opportunities. Also, On-Job-
Training (OJT) has been made an inherent component of the PMKVY 4.0 for better
practical exposure.
