Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to
state:
(a) the current status of implementation of Pradhan Mantri Kaushal Vikas Yojana (PMKVY) in
Maharashtra along with the details of training centres set up, courses conducted and training
partners engaged so far;
(b) the geographical distribution of the said centres in various districts of Maharashtra;
(c) the details of the funds allocated, released and utilized under PMKVY in Maharashtra
during the last three financial years and the current year along with the number of beneficiaries
trained under the said scheme, year-wise;
(d) whether the Government has entered into any partnership with industries, trade
associations or private sector employers to promote the recruitment of PMKVY certified
candidates in Maharashtra;
(e) if so, the details of such initiatives taken to establish linkages with the industries; and
(f) if not, the reasons for the absence of such linkage?

JADHAV REGARDING SHORT TERM TRAINING UNDER PMKVY
(a) & (b) Ministry of Skill Development and Entrepreneurship (MSDE) is implementing its
flagship Scheme Pradhan Mantri Kaushal Vikas Yojana (PMKVY) since 2015. Under PMKVY,
skill training is imparted through Short Term Training (STT) and Re-skilling and Up skilling
through Recognition of Prior Learning (RPL) to youth across the country. Under PMKVY 4.0,
which is currently under implementation from FY 2022-23 onwards, 1,15,109 candidates have
been trained / oriented in Maharashtra, as on 31.10.2025.
The details of empanelled training centres, training partners and courses conducted in
Maharshtra, district-wise till 31.10.2025, under PMKVY 4.0, is at Annexure I (which is available
on Ministry’s website at https://msde.gov.in/en/useful links/parl-ques/loksabha).
(c) Under PMKVY 4.0, which is one of components of Central Sector Scheme ‘Skill India
Program’, there is no provision of State-wise fund allocation. The details of no. of candidates
trained/oriented and the funds utilized under PMKVY in Maharashtra during the last three
financial years and the current year are as under:

(d) & (e) The Ministry has undertaken several initiatives under PMKVY 4.0 to strengthen
industry participation within the skilling ecosystem and promote recruitment of PMKVY-certified
candidates across the country, including Maharashtra. To promote candidate-centric industry led
training, the Ministry has signed Memorandums of Understanding (MoUs) with several industry
associations, details of which is at Annexure-II.
Also, Skilling is imparted in National Skill Qualification Framework (NSQF) aligned job roles
developed by industry-led Awarding Bodies to ensure industry relevance, while industries are
encouraged to participate as Training Partners for conducting various courses. The On-the-Job
Training (OJT) component under PMKVY 4.0 provides candidates with hands-on exposure and
practical industry experience. Additionally, the Skill India Digital Hub (SIDH) facilitates seamless
linkage between trained candidates and employers, and Rozgar Melas conducted periodically
offer direct avenues for recruitment and industry engagement.
