GOVERNMENT OF INDIA MINISTRY OF COAL RAJYA SABHA UNSTARRED QUESTION NO. 1810 ANSWERED ON 09.03.2026 IMPLEMENTATION OF POLICY FOR AUCTION OF COAL LINKAGES OF NON- REGULATED SECTOR 1810 # SHRI DEEPAK PRAKASH: SHRI UJJWAL DEORAO NIKAM: Will the Minister of Coal be pleased to state: (a) whether Government has undertaken any assessment of the impact of recent policy reforms in the coal sector, including CoalSETU linking flexibility and the revised Scheme for Harnessing and Allocating Koyala Transparently in India (SHAKTI) linking framework; (b) if so, the details thereof; (c) whether Government has carried out any analysis of the booking response and price discovery outcomes under the recent NRS coal linkage e-auction rounds held during the year 2025; and (d) if so, the details thereof including region-wise demand trends? ANSWER MINISTER OF STATE FOR COAL AND MINES (SHRI SATISH CHANDRA DUBEY) (a) & (b): The reforms undertaken by the Government have resulted in adequate coal availability in the country. Under the Revised SHAKTI Policy dated 20.05.2025, the coal linkages have been earmarked for 11260 MW capacity to various States under Window-I. The coal linkages under Window-II of Revised SHAKTI Policy, 2025 and CoalSETU Window created vide letter dated 19.12.2025 under the Policy for auction of coal linkages of Non- Regulated Sector (NRS) are awarded through an auction mechanism by Coal India Limited through a designated web portal. Coal India Limited has conducted 1st tranche of short-term auctions under Window-II of Revised SHAKTI Policy successfully and has received booking of 8.97 Million Tonnes (MT) from power plants with average premium of 6.95% over the notified price. Linkage auction under CoalSETU will be held by Coal India Limited in the upcoming 10th Tranche of NRS linkage auctions. 1(c) & (d):.
