Parliament Question: Implementation of Rashtriya Madhyamik Shiksha Abhiyan in Uttar Pradesh

Shri Arun Kumar Sagar: Will the Minister of EDUCATION be pleased to state: (a) the number of new High Schools and Intermediate Colleges required in the State of Uttar Pradesh in accordance with the norms of the Rashtriya Madhyamik Shiksha Abhiyan; (b) whether the Central Government has taken any steps for the establishment of High Schools and Intermediate Colleges in Uttar Pradesh, particularly in the Shahjahanpur Lok Sabha Parliamentary Constituency in accordance with the norms of the Rashtriya Madhyamik Shiksha Abhiyan; and (c) if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY) (a) to (c): The Department of School and Literacy has launched an integrated Centrally Sponsored Scheme for School Education – Samagra Shiksha with effect from 2018-19 by subsuming the three erstwhile Centrally Sponsored Schemes of Sarva Shiksha Abhiyan (SSA), Rashtriya Madhyamik Shiksha Abhiyan (RMSA) and Teacher Education. The infrastructural requirement of setting-up of new schools, strengthening of existing schools and upgradation of existing schools are worked out every year by the respective State/UT as per their need and priority and reflected in their Annual Work Plan and Budget (AWP&B). These plans are then appraised and approved by Project Approval Board (PAB) in consultation with the States and Union Territories as per the programmatic and financial norms of the scheme, physical and financial progress of works sanctioned earlier and availability of budgetary resource. Under Samagra Shiksha, for providing universal access to quality secondary education, the neighbourhood norms notified by the State/UT would be applicable for opening of new secondary and senior secondary schools. As informed by the State Government of Uttar Pradesh, opening of a new Government High School is considered in habitations where a Government Secondary School is not available within the prescribed neighborhood distance of 7-10 km. Similarly, up-gradation of a Government High School to Intermediate level is considered based on enrolment, availability of infrastructure, feeder requirement and school mapping. Presently, under Samagra Shiksha, total 240 Government High Schools and 82 Government Intermediate Colleges have been sanctioned in the State of Uttar Pradesh. Further, 5 Government Secondary Schools have been opened in Shahjahanpur district. *****
