**Policy Summary: Implementation of Manthan Shivir Recommendations**
On August 1, 2025, the Ministry of Chemicals and Fertilizers addressed Lok Sabha Unstarred Question No. 2164 regarding the implementation of recommendations stemming from the 'Manthan Shivir' held on April 17, 2025. The Shivir, organized by the Ministry, aimed to strengthen the Indian Chemical and Petrochemical sector and its contribution to Viksit Bharat 2047.
The Department of Chemicals and Petrochemicals identified six thematic areas for discussion during the Shivir. In line with a 'Whole of the Government' approach and an inter-ministerial coordination mechanism, representatives from various Ministries and Departments were invited to participate. These included the Ministries/Departments of Revenue; Promotion of Industry and Internal Trade; Pharmaceuticals; Skill Development and Entrepreneurship; Science and Technology; Textiles; MSME; MoEFCC; MeitY; and NITI Aayog. Organizations such as CSIR, the Bureau of Indian Standards, and the Central Pollution Control Board, along with PSUs and autonomous organizations under the Department of Chemicals and Petrochemicals, were also involved.
Inputs received during these deliberations are currently under examination. Further stakeholder consultations are being conducted with government departments and industry associations.

Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) whether the Government has prepared any action plan to implement the key
recommendations from the 'Manthan Shivir' held on 17 April, 2025 organised by the Ministry;
(b) if so, the specific initiatives undertaken to address the six thematic areas discussed during
the Shivir;
(c) whether the Government has set up any system for inter-ministerial coordination
mechanisms to ensure a holistic approach in implementing these initiatives; and
(d) if so, the details thereof?

(a)to (d): Manthan Shivir was organised with the objective of strengthening the Indian
Chemical and Petrochemical sector and the role it can play towards achieving overall objective
of Viksit Bharat@2047. The Department of Chemicals and Petrochemicals identified six
major thematic areas in the sector for deliberations as a part of the Manthan Shivir.
In accordance with the 'Whole of the Government' approach and as a part of the Inter-
ministerial Coordination Mechanism, representatives from different Ministries/Departments
were invited to join these deliberations. The Ministries / Departments included that of
Revenue, Promotion of Industry & Internal Trade, Pharmaceuticals, Ministry of Skill
Development & Entrepreneurship, Science & Technology, Textiles, MSME, MoEF&CC,MeitY, NITI Aayog, as well as organisations such as the CSIR, Bureau of Indian Standards,
Central Pollution Control Board along with PSUs and autonomous organisations under the
aegis of the Department of Chemicals and Petrochemicals.
During the course of these deliberations, several inputs have been received, which are
being examined. Further stakeholder consultations with different Government Departments as
well as with different industry associations are also being conducted.
