IMPLEMENTATION OF RENEWABLE ENERGY SCHEMES IN ANDHRA PRADESH

Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state:
(a) the details of Central Sector and Centrally Sponsored renewable energy schemes implemented in
Andhra Pradesh, scheme-wise along with the details of funds allocated, released, utilised under each
scheme in Andhra Pradesh during the last three years, year, scheme and district-wise especially in
Konaseema district;
(b) the physical targets set and achieved under each scheme during the said period, year, scheme and
district-wise including installed capacity added, households covered and units of renewable energy
generated especially in Konaseema district;
(c) the number of beneficiaries covered under each scheme, year, scheme and district-wise especially in
Konaseema district;
(d) the renewable energy projects sanctioned, under implementation and completed in Andhra Pradesh,
scheme and district-wise along with current status and timelines especially in Konaseema district
(e) whether any districts in Andhra Pradesh have been identified as underperforming in terms of
renewable energy adoption/ scheme utilisation and if so, the reasons therefor; and
(f) the corrective steps taken to address implementation gaps and coverage shortfalls in
underperforming districts?

(a) to (f) Currently, all the schemes being implemented by the Ministry of New & Renewable Energy
(MNRE) are central sector schemes. The details of schemes/ programmes being implemented by the
Ministry to promote development and deployment of renewable energy in the country including the
State of Andhra Pradesh are given at Annexure-I.
State-wise allocation of funds is not made by the Ministry. The Central Financial Assistance (CFA) is
released in accordance with the respective scheme guidelines. Year-wise details of the CFA released/
utilized for the renewable energy projects in the State of Andhra Pradesh under the major ongoing
schemes/ programmes of the Ministry during the last three years is given at Annexure-II.
Most of the utility-scale renewable energy projects in the country are being set up by developers,
selected through a transparent bidding process. As per the information received from New and
Renewable Energy Development Corporation of Andhra Pradesh (NREDCAP), district-wise details of
Renewable Energy capacity installed during 2023-24 to 2025-26 are as under:

No utility scale projects have been set up in Konaseema district during the said period.
Under PM Surya Ghar Muft Bijli Yojana (PMSGMBY), a total of 14.63 lakh applications have been
submitted for Rooftop solar installations in Andhra Pradesh, including 28,843 applications in
Konaseema district, on the National Portal of the scheme since the launch of the scheme in February,
2024 upto 19.03.2026 and 1,17,407 households, including 3633 households in Konaseema district, have
been covered with Rooftop Solar installations. District-wise details are given at Annexure-III.
Under PM-KUSUM scheme, capacities are allocated based on the demand raised by the State and
milestones achieved. State Implementing Agencies (SIA) are empowered for beneficiary selection and
further implementation of the scheme at district level. The Ministry does not allocate special targets for
the districts under this scheme. Under Component-C of the scheme, solarization of 2,93,587 grid
connected agricultural pumps with an aggregate capacity of 1162.80 MWp have been sanctioned to the
State of Andhra Pradesh through Feeder Level Solarization. NREDCAP has informed that no capacity
is proposed in Konaseema district. The works are currently in progress. The district-wise capacity
details are given at Annexure-IV.
Under the Solar Parks Scheme of the Ministry, 300 MW Solar Park capacity has been sanctioned since
2020-21 to the State of Andhra Pradesh and the said capacity is under implementation in Ramagiri, Sri
Sathya Sai district. However, 1250 MW Solar Park capacity has been commissioned since 2020-21 in
the State which includes projects commissioned in solar parks which were sanctioned prior to 2020-21.
Under CPSU Scheme Phase-II, a total of 400 MW solar power capacity has been awarded to the State
of Andhra Pradesh during the last five financial years, which is under implementation.
Under the Biomass and Waste to Energy Programmes, projects having capacity of 13.26 MW and 31.83
MWeq respectively have been sanctioned in the State of Andhra Pradesh during the last five years and
all the projects have been commissioned.
Further, under New Solar Power Scheme [for Tribal and Particularly Vulnerable Tribal Group (PVTG)
Habitations/Villages] under Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM JANMAN) and
Dharti Aabha Janjatiya Gram Utkarsh Abhiyan (DA JGUA), 967 un-electrified PVTG households have
been electrified in the total sanction of 1,675 PVTG households given to the State of Andhra Pradesh,
till 28.02.2026.Under the National Green Hydrogen Mission (NGHM), following projects are being supported in the
State of Andhra Pradesh:
• 90,000 MTPA Green Hydrogen production project capacity has been allocated to Greenko
ZeroC Pvt. Ltd. under the Strategic Interventions for Green Hydrogen Transitions (SIGHT)
Programme of NGHM. The developer has reported the project location in Kakinada, Andhra
Pradesh.
• 300 MW annual electroloyzer Manufacturing capacity project has been allocated to John
Cockerill Greenko Hydrogen Solutions Pvt. Ltd. under the SIGHT Programme of NGHM. The
developer has reported the project location in Kakinada, Andhra Pradesh.
• Pilot Project in transport sector awarded to Hindustan Petroleum Corporation Ltd. and Volvo
for NH16 Vishakhapatnam- Bayyavaram route. An amount of Rs.3.42 crore has been released
out of the total sanctioned amount of Rs.17.13 cr.
The Government, in coordination with State Governments and other stakeholders, regularly reviews the
progress of renewable energy programmes in the country including in the State of Andhra Pradesh and
takes appropriate measures from time to time to identify & address implementation gaps and improve
coverage/ adoption of schemes and programmes being implemented by this Ministry.

Details of the ongoing major Renewable Energy Schemes / Programmes
1. PM-Surya Ghar: Muft Bijli Yojana for installing rooftop solar for One Crore households by 2026-27.
2. Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) Scheme for
setting up decentralized solar or other renewable energy power plants, installation of stand-alone
solar agriculture pumps, and solarization of existing grid-connected agriculture pumps,
including feeder-level solarization. The scheme benefits not only farmers but also the States and
DISCOMs.
3. Scheme for Development of Solar Parks and Ultra-mega Solar Power Projects with a target of setting
up 40,000 MW capacity. Under the scheme, the infrastructure such as land, roads, power evacuation
system, water facilities are developed with all statutory clearances/approvals. Thus, the scheme helps
expeditious development of utility-scale solar projects in the country.
4. Central Public Sector Undertaking (CPSU) Scheme Phase-II (Government Producer Scheme) for setting
up 12,000 MW grid-connected Solar Photovoltaic (PV) Power Projects by Government Producers, using
domestically manufactured solar PV cells and modules, with Viability Gap Funding (VGF) support, for
self-use or use by Government/ Government entities, either directly or through Distribution Companies
(DISCOMS).
5. Production Linked Incentive scheme ‘National Programme on High Efficiency Solar PV Modules’ for
achieving manufacturing capacity of Giga Watt (GW) scale in High Efficiency Solar PV modules
(Tranche- I & II).
6. National Green Hydrogen Mission launched with aim to make India a Global Hub for production,
utilization and export of Green Hydrogen and its derivatives.
7. Green Energy Corridors (GEC): to create intra-state transmission system for renewable energy projects.
Central Financial Assistance (CFA) is provided to set up transmission infrastructure for evacuation of
Power from Renewable Energy projects.
8. Bio-Energy Programme:
• Waste to Energy Programme : Programme on Energy from Urban, Industrial and Agricultural
Wastes/Residues
• Biomass Programme: Scheme to Support Manufacturing of Briquettes & Pellets and Promotion of
Biomass (non-bagasse) based cogeneration in Industries.
• Biogas Programme : for promotion of family type Biogas plants
9. New Solar Power Scheme (for Tribal and PVTG Habitations/Villages) under Pradhan Mantri Janjati
Adivasi Nyaya Maha Abhiyan (PM JANMAN) and Dharti Aabha Janjatiya Gram Utkarsh Abhiyan (DA
JGUA) with a provision for providing off-grid Solar Lighting where electricity supply through grid is
not techno-economically feasible.Annexure-II
