Shri Ummeda Ram Beniwal: Will the Minister of EDUCATION be pleased to state: (a) the details of funds sanctioned, released and utilised under the Samagra Shiksha Scheme in Rajasthan, including Barmer district, during the last five years, year-wise; (b) the details of physical and financial achievements made under the Scheme in Rajasthan, including Barmer district, during the said period; (c) whether any gaps or deficiencies have been identified in the implementation of the Scheme in Rajasthan, including Barmer district and if so, the details thereof; (d) the details of teacher vacancies and infrastructure gaps reported in Government schools covered under the Scheme in Rajasthan including Barmer district; and (e) the steps taken by the Government to strengthen implementation of the Scheme and improve educational facilities under Samagra Shiksha in Rajasthan, particularly in Barmer district? The Centrally Sponsored Scheme of Samagra Shiksha is implemented in partnership with all the States and UTs. Financial assistance is provided to all States and UTs for various components for implementation of the interventions under Samagra Shiksha as per norms. Under centrally sponsored scheme of Samagra Shiksha, support is provided for strengthening existinggovernment schools and improving infrastructure. This includes construction of additional classrooms, toilets (for boys, girls, and CWSN), provision of drinking water, electricity, boundary walls, libraries, ICT facilities, and digital classrooms. Infrastructure needs are identified annually using data from the Unified District Information System for Education (UDISE) and the proposals submitted by States/UTs. These are reflected in the Annual Work Plan and Budget (AWP&B), which is then reviewed and approved by the Project Approval Board (PAB), considering financial norms, past progress, and resource availability. The recruitment, service conditions and rational deployment of teachers come under the purview of respective State Government and UT Administration. Teacher recruitment is an on- going process due to retirements, resignations, and the need to accommodate growing student numbers or new schools. It is the responsibility of each State/UT to conduct a comprehensive, technology-driven planning and forecasting exercise for timely recruitment. The Central Government supports the States and UTs in maintaining the Pupil- Teacher Ratio (PTR) through the Samagra Shiksha scheme by providing financial assistance. This Department uses a comprehensive online monitoring system called PRABANDH (Project Appraisal, Budgeting Achievements and Data Handling) to monitor the releases and expenditure, besides viewing approved outlays and other scheme related information. One of the important features of the PRABANDH System is updation of expenditure incurred under the different interventions of the Samagra Shiksha. For this purpose, a data visualization Dashboard has been created in the PRABANDH system for display of monthly status of physical and financial progress under the major interventions of Samagra Shiksha. Further, the Central Government, through various forums, including Project Approval Board meetings, review meetings, regularly reviews and assesses the implementation of the scheme by the States and UTs and advises the States and UTs to implement various interventions under the scheme which include filling up teacher vacancies and infrastructure gaps. ***
