SHRI YADUVEER WADIYAR: पेट(cid:332)ोिलयम और (cid:366)ाकृ ितक गैस मं(cid:361)ी Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state: (a) whether the Government has undertaken any assessment of feedstock availability,aggregation and supply-chain constraints affecting Compressed Biogas (CBG) plants establishedunder the Sustainable Alternative Towards Affordable Transportation (SATAT) initiative and theGalvanizing Organic Bio- Agro Resources Dhan (GOBARdhan) initiative, if so, the details thereof; (b) the details of CBG plants sanctioned, commissioned and operational under the aforesaidinitiatives, along with those facing feedstock or pipeline connectivity constraints, State-wise; (c) whether the Government maintains the data on biomass aggregation mechanisms andlong-term feedstock supply arrangements for such plants, if so, the details thereof; and (d) the corrective measures taken to strengthen feedstock aggregation, pipeline connectivityand the sustained operation of CBG plants? ANSWER पेट(cid:332)ोिलयम और (cid:366)ाकृ ितक गैस मं(cid:361)ालय म(cid:336) रा(cid:475)मं(cid:361)ी ((cid:373)ी सुरेश गोपी) MINISTER OF STATE IN THE MINISTRY OF PETROLEUM AND NATURAL GAS (SHRI SURESH GOPI) (a) to (d) The selection of feedstock and its aggregation arrangements are the responsibility of the respective CBG project developers based on local availability and techno-commercial viability. The Government periodically reviews the progress of CBG projects through consultations with State Governments, Oil & Gas Marketing Companies (OGMCs), CBG developers and other stakeholders. During these consultations, issues relating to feedstock availability, biomass aggregation and supply- chain logistics, including seasonal availability of biomass, collection and transportation of dispersed feedstock, storage and competing uses of biomass, have been identified and are addressed through appropriate policy and facilitation measures. As reported by entrepreneurs on the GOBARdhan Portal, as on 31stJuly, 2026, 217 CBG plants have been commissioned.The State/UT-wise details of commissioned CBGprojects are at Annexure.CBG project developers adopt biomass aggregation models based on local availability and techno- commercial feasibility, including long-term feedstock supply arrangements with farmers, Farmer Producer Organizations (FPOs), cooperatives, local vendors, or through their own aggregation mechanisms. To strengthen biomass aggregation, pipeline connectivity and the sustained operation of CBG plants, Government have taken various measures, inter-alia including: (i) Biomass Aggregation Machinery (BAM) Scheme: Financial assistance of up to ₹9 crore per CBG plant is provided to eligible CBG producers for procurement of biomass aggregation machinery at 50% of the procurement cost of eligible machinery, subject to a maximum of ₹90 lakh per set. (ii) Crop Residue Management (CRM) Scheme: Under this scheme financial assistance of 50% is provided to farmers for purchase of crop residue management machinery, 80% for establishment of Custom Hiring Centres, and 65% (up to ₹1.50 crore) for paddy supply chain projects to support collection, aggregation and utilization of crop residue. (iii) Development of Pipeline Infrastructure (DPI) Scheme: Financial assistance is provided to eligible entities for development of dedicated pipeline connectivity between CBG plants/clusters and the CGD or Natural Gas Pipeline network to facilitate CBG evacuation. (iv) Model State CBG Policy: A Model State CBG Policy has been circulated to States/(Union Territories) UTs to facilitate investments, streamline approvals, improve feedstockavailability and promote sustainable CBG production.
