IMPLEMENTATION OF SCHEMES FOR FARMERS IN DELHI

(a) whether the Government is aware about the farmers in Delhi are not receiving the
status of farmers and are being deprived of the benefits of Union Government
schemes, and if so, the reasons therefor;
(b) the number of farmers in Delhi who have been affected by the non-implementation
of Central Government schemes in NCT of Delhi and the steps being taken by
Government to address the issues;
(c) the measures being taken by the Government to ensure that farmers in Delhi
receive the benefits of Minimum Support Price (MSP) and the PM Fasal Bima Yojna
and to prevent the sale of crops outside of Delhi; and
(d) the timeline for the implementation of the Union Government schemes in Delhi?

(a) to (d): Agriculture is a state subject. Government of India supports State
Governments through a range of central sector and centrally sponsored schemes.
These schemes encompass entire spectrum of agriculture including credit, insurance,
income support, infrastructure, crops including horticulture, seeds, mechanization,
marketing, organic and natural farming, farmer collectives, irrigation, extension,
procurement of crops from farmers at minimum support prices and digital agriculture.
List of schemes implemented by Department of Agriculture and Farmers Welfare
(DA&FW) is given at Annexure-I.Information on the number of farmers in Delhi who have been affected by the
non-implementation of the schemes in NCT of Delhi is not centrally maintained.
Under Central Sector Schemes, 21 installments of Pradhan Mantri Kisan
Samman Nidhi (PM - KISAN) have been disbursed till now. Total ₹53.79 crore have
been disbursed to farmers in Delhi. Of this, ₹2.11 crore have been disbursed to 10,547
beneficiaries under 21th Installment of Pradhan Mantri Kisan Samman Nidhi (PM -
KISAN).

Under Centrally Sponsored Schemes from 2014-15 to 2024-25, ₹96.27 crore
were allocated under all components of Rashtriya Krishi Vikas Yojana (RKVY). Under
all components of Krishionnati Yojana (KY), allocation was ₹20.49 crore. In FY 2025-
26 action plans of ₹5.77 crore and ₹1.10 crore have been approved by Government
of India for implementation of projects under PM-RKVY and KY respectively based on
the proposal received from Government of Delhi.
The Government fixes Minimum Support Prices (MSPs) for 22 mandated
agricultural crops for the country as a whole including Delhi, based on the
recommendations of Commission for Agricultural Costs & Prices. Procurement at MSP
is yet to be initiated in Delhi. Pradhan Mantri Fasal Bima Yojana (PMFBY) and
weather index based Restructured Weather Based Crop Insurance Scheme
(RWBCIS) provide financial support to farmers at the time of losses due to natural
calamities. This scheme is voluntary for State/UTs and farmers as well. The UT of
