IMPLEMENTATION OF SCHEMES IN BIHAR UNDER THE
ATMANIRBHAR BHARAT ABHIYAN
1901. DR. BHIM SINGH:
Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state:
(a) whether the progress of implementation of schemes related to industries, MSMEs, start-ups,
food processing and skill development in the State of Bihar under the Atmanirbhar Bharat Abhiyan has
been assessed, if so, the details of the achievements made so far; and
(b) whether Government has approved any special package, project or additional assistance in
Bihar to boost investment, employment generation and local production, if so, the details thereof?

(a) and (b): Government had taken number of initiatives to boost industries, MSMEs, start-ups, food
processing and skill development in the country, including in the State of Bihar, under Atmanirbhar
Bharat Abhiyan. Some of them are given below:
i. Emergency Credit Line Guarantee Scheme (ECLGS) was launched in May 2020 for
businesses, including MSMEs, with a provision to provide a cover for Credit Guarantee
to the tune of Rs 5 lakh crore. The scheme was operational till 31.03.2023. As on
31.03.2023, total 7.84 lakh guarantees amounting to Rs. 4,028 crore were issued to
MSMEs in the State of Bihar.
ii. Self-Reliant India (SRI) Fund has been set up to infuse Rs. 50,000 crore as equity
funding in MSMEs with a provision of Rs. 10,000 crore from the Government of India
and Rs. 40,000 crore through Private Equity/Venture Capital Funds. As on 31.01.2026, 3
MSMEs have been assisted in the State of Bihar.
iii. Under Startup India initiative, Government is implementing three flagship Schemes,
Fund of Funds for Startups (FFS), Startup India Seed Fund Scheme (SISFS), and Credit
Guarantee Scheme for Startups (CGSS) to provide funding opportunities and support
startups across sectors at various stages of their business cycle. The progress w.r.t Bihar
is as follows: -
a) Rs. 196.06 crore have been invested in startups under FFS.
b) Rs. 8.78 crore have been approved to start- ups Under SISFS
c) Rs. 28 lakh have been guaranteed to start-up borrowers under CGSS.: 2 :
iv. For food processing sector, Government is implementing a centrally sponsored "PM
Formalisation of Micro Food Processing Enterprises (PMFME) Scheme" under the
Atmanirbhar Bharat Abhiyan Package for providing financial, technical and business
support for setting up of new/ upgradation of micro food processing enterprises across
the country including Bihar. As on 31st January 2026, the progress of various
components of the PMFME Scheme in the State of Bihar is as under:
a) Credit Linked Subsidy: Loans with subsidy component of Rs. 681.34 crore have
been sanction to 29,406 micro food processing enterprises.
b) Seed capital: 24,254 Self Help Group (SHG) members have been approved with
amount of Rs. 86.30 crore.
c) Incubation Centre: 2 incubation centre proposals have been approved with Grant
in Aid of Rs. 4.81 crore viz. Sanjay Gandhi Institute of Dairy Technology in Patna
and Dr. Rajendra Prasad Central Agricultural University, Pusa in Samastipur.
d) Capacity Building: 514 Beneficiaries have been trained.
e) Branding & Marketing: 1 proposal by Bihar Rural Livelihoods Promotion Society
under the brand name " Jeevika" approved with Grant in Aid of Rs. 0.59 crore.
f) Direct & Indirect Employment Generated: 88218
v. For skill development, Government is implementing Pradhan Mantri Kaushal Vikas Yojana
(PMKVY) since 2015. Under PMKVY, skill training is imparted through Short Term Training
(STT) and Re-skilling and Up-skilling through Recognition of Prior Learning (RPL) to youth
across the country. The current version of PMKVY i.e. PMKVY 4.0 which is being
implemented from the FY 2022-23. More than 78000 candidates have been certified under
PMKVY 4.0 in the State of Bihar till 31.12.2025.
vi. The Aatmanirbhar Bharat Rojgar Yojana (ABRY) was launched with effect from 1st October,
2020 to incentivize employers for creation of new employment and restoration of loss of
employment during Covid-19 pandemic, for period ending on 31.03.2024. Since inception of
the scheme till 31.03.2024, 28,576 beneficiaries have been provided benefit under the Scheme
in the State of Bihar.
Government implements various other schemes, programmes and policy initiatives to boost
investment, employment generation and local production in the country including in the State of Bihar.
This inter-alia includes initiatives like Prime Minister's Employment Generation Programme, PM
Vishwakarma scheme, Credit Guarantee Scheme for Micro and Small Enterprises, Raising and
Accelerating MSME Performance, Procurement and Marketing Support, Micro and Small Enterprises
Cluster Development Programme, Credit Guarantee Scheme for Micro and Small Enterprises,
Entrepreneurship Skill Development Programme. New revised criteria for classification of MSMEs
was adopted in 2020. This was further revised w.e.f. 01.04.2025 to create upward mobility in
technology, skilling and business growth and promote transformation of MSMEs and support their
expansion. To make MSMEs competitive, the MSME Champions Scheme has been formulated with an
end objective to modernize the processes, reduce wastages, sharpen their business competitiveness.
