Parliament Question: Implementation of Skill Development Programmes in Perambalur

GOVERNMENT OF INDIA MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP LOK SABHA UNSTARRED QUESTION NO. 49 ANSWERED ON 20.07.2026 IMPLEMENTATION OF SKILL DEVELOPMENT PROGRAMMES IN PERAMBALUR 49. THIRU ARUN NEHRU: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) whether skill development programmes are being implemented in Perambalur Lok Sabha Constituency to train youth in agriculture-allied sectors, agro-processing and emerging opportunities; (b) if so, the details of training centres, courses and placement records under such programmes; and (c) the special provisions made for women, SC/ST communities and Self-Help Groups (SHGs) under such Programmes? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) to (c): Under the Government of India’s Skill India Mission (SIM), the Ministry of Skill Development and Entrepreneurship (MSDE) delivers skill, re-skill and up- skill training through an extensive network of skill development centres/institutes under various schemes, viz. Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS) and Craftsman Training Scheme (CTS) through Industrial Training Institutes (ITIs), to all the sections of the society across the country including Perambalur Lok Sabha Constituency, covering agriculture-allied sectors, agro-processing and emerging sectors. The SIM aims at enabling youth of India to get future-ready, equipped with industry-relevant skills. The details of training centres, candidates trained and courses under various schemes of MSDE in Perambalur Lok Sabha constituency (Karur, Perambalur & Tiruchirappalli districts) are given at Annexure. Under PMKVY 1.0 to PMKVY 3.0 a total of 1.11 Crore candidates were certified, out of which 24.38 lakhs were reported placed under STT component of the scheme. Under PMKVY 4.0, which is under implementation since FY 2022-23, the focus is to empower our trained candidates to choose their varied career path and they are suitably oriented for the same. To encourage participation of women in skill development programs, special provisions have been made for meeting expenditure on conveyance and boarding & lodging, as well as enhanced post- placement support under the common cost norms. PMKVY 4.0 is a demand-driven scheme designed to benefit all sections of society. However, the Scheme includes a dedicated provision for Special Projects aimed at enhancing the participation of under-represented social groups, including SC, ST, women, and persons with disabilities (PwDs). Special emphasis is placed on empowering women and marginalized communities by facilitating their access to skill development programs.Under the JSS Scheme, the focus is being given to women and other vulnerable sections. Women constitute more than 80% of beneficiaries under the JSS scheme. Additionally, livelihood cells have been created at each JSS, headed by the Programme Officer of the JSS and supported by other staff members. This cell forms linkages of the trained JSS beneficiaries, especially women beneficiaries, with the Self-Help Groups (SHGs) / Joint Liability Groups (JLGs) to promote their entrepreneurship and livelihood. Government of India approved a 30% reservation of seats for women candidates in all ITIs (Govt. & Private) across all courses, and these seats could be filled in accordance with the general reservation policy of each respective State/UT. Further, 19 National Skill Training Institutes (NSTIs) and more than 300 ITIs are exclusively for women. Under the NAPS Scheme, the introduction of trades in the services sector (Optional Trade) has led to a significant improvement in women's participation in apprenticeships.
