Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the total funds allocated, released and utilised under Swachh Bharat
Mission–Urban (SBM-U) in Andhra Pradesh since 2014-15, year and
district-wise;
(b) the number of Individual Household Latrines (IHHLs), Community and
Public Toilets constructed under SBM-U in the State along with targets
versus achievements, district-wise;
(c) the number of Urban Local Bodies (ULBs) in Andhra Pradesh that have
achieved ODF, ODF+ and ODF++ status respectively along with the
number still pending certification;
(d) the status of Solid Waste Management infrastructure in the State
including functional Material Recovery Facilities (MRFs), Waste
Processing Plants and Door-to-Door Waste Collection coverage, ULB-
wise;
(e) whether any ULBs in Andhra Pradesh have shown a decline in
cleanliness or ODF sustainability indicators in recent Swachh
Survekshan rankings or citizen feedback assessments and if so, the
details thereof; and
(f) the steps taken by the Government to support underperforming ULBs in
Andhra Pradesh to improve urban sanitation outcomes under SBM 2.0?

(a) : Swachh Bharat Mission- Urban is under implementation in all the
urban areas of the country including State of Andhra Pradesh
since 2014. To carry forward the progress made under first phase,
SBM-U 2.0 was launched during October, 2021.

State of Andhra Pradesh under SBM-U (2014-2021) was allocated
₹571.33 crores, out of which central share funds amounting to ₹567.36
(99.31%) crores has been released. Under SBM-U 2.0, Centre share funds
of ₹1413.30 crores were allocated to the state, out of which action plans
having central share of ₹1409.75 (99.74%) crores have been approved
and ₹302.75 (21.42%) crores have already been claimed by the State of
Andhra Pradesh.
Under SBM-U and SBM-U 2.0 Central Share of funds are released to
the States/UTs based on the complete proposal received from the State
Government duly approved by State Level Technical Committee (SLTC).
Hence, no district-wise data is maintained at Ministry level. Year-wise
detail of funds claimed by the State of Andhra Pradesh is annexed.
(b) & (c) : In the State of Andhra Pradesh, all the cities have been
certified Open Defecation Free (ODF). Also, 119 cities have been
certified ODF+, 18 cities have been certified ODF++ and 3 cities have
been certified Water+ till date. This has been achieved through
construction of 2.43 lakh Individual Household Latrines (IHHLs) against
mission target of 1.93 lakh IHHLs and 17,799 seats of community/Public
toilets including urinals have been constructed against the mission
target of 21,464 CT/PTs seats.
(d) to (f) : In the recent Swachh Survekshan rankings and citizen
feedback assessments, State continues to demonstrate consistent
performance in maintaining sanitation standards and ODF sustainability
in all ULBs. To further support the State in improving management of
Municipal Solid Waste (MSW), projects for remediation of 85.43 lakh ton
of legacy waste, waste to composting plants of 3064 tonnes per day
(TPD), bio-methanation plants of 165 TPD, Material Recovery Facilities
(MRF) of 2954 TPD, Sanitary Landfill (SLF) of 1685 TPD, Construction &
Demolition (C&D) waste processing plants of 650 TPD alongwith 107
Mechanical Road sweepers with total central share of ₹458.18 crores
have been approved. Details of waste processing facilities along with
