Parliament Question: Implementation of Textile Schemes in Andhra Pradesh

LOK SABHA UNSTARRED QUESTION NO. 1487 TO BE ANSWERED ON 28.07.2026 IMPLEMENTATION OF TEXTILE SCHEMES IN ANDHRA PRADESH 1487. SHRI G M HARISH BALAYOGI: Will the Minister of TEXTILES वस्त्र मंत्री be pleased to state : (a) the details of schemes implemented by the Ministry during the last three years in Andhra Pradesh especially in Konaseema district, scheme and district-wise; (b) the number of beneficiaries under the schemes and Pehchan Cards issued in Andhra Pradesh, scheme and district-wise especially in Konaseema district; (c) the details of textile clusters, handloom clusters, PM MITRA Parks, Common Facility Centres and other infrastructure sanctioned or operational in Andhra Pradesh, district-wise; (d) the details of skill development programmes under the Government during the said period, including persons trained and placed, district-wise, especially in Konaseema district of Andhra Pradesh; (e) the details of marketing support, e-commerce linkage and credit or interest subvention extended to textile stakeholders in Andhra Pradesh, district-wise; (f) the details of funds allocated, released and utilised under textile schemes in Andhra Pradesh during the last three years, scheme-wise and district-wise; and (g) the details of steps taken and proposed to strengthen the textile and handloom sector in Andhra Pradesh, particularly in Konaseema district? उत्तर ANSWER वस्त्र राज् य मंत्री(श्री पबित्र मार्घरे रटा) THE MINISTER OF STATE FOR TEXTILES (SHRI PABITRA MARGHERITA) (a) to (g): The Government of India has implemented various schemes/initiatives for textile sector across the country including Andhra Pradesh. The major schemes/ initiatives include Production Linked Incentive (PLI) Scheme focusing on Man-Made Fibre (MMF) Fabric, MMF Apparel and Technical Textiles to boost large scale manufacturing and enhancing competitiveness; PM Mega Integrated Textile Region and Apparel (PM MITRA) Parks; Scheme for Integrated Textile Park (SITP) to provide subsidy for setting up textile parks; National Technical Textiles Mission (NTTM) focusing on Research and Innovation in the field of specialty fibres and technical textiles, indigenous development of machinery and creating human resources with requisite skills; Silk Samagra-2 for the overall development of the silk industry; SAMARTH-Scheme for Capacity Building in Textile Sector with the objective of providing demand driven, placement oriented, skilling program; National Handloom Development Programme; Raw Material Supply Scheme (RMSS) and National Handicraft Development Programme.During last three years and current year, the following support has been provided under Handloom sector in Andhra Pradesh: i. 22 Small Handloom Clusters have been taken up for financial assistance of Rs.16.35 crore, benefitting 4,000 handloom workers ii. One Mega Handloom Cluster has been taken up at Dharmavaram (Andhra Pradesh 2025-26). iii. 14 marketing events were organised to facilitate and promote sales of Handloom Products. iv. 40 Handloom Producer companies have been formed to enhance productivity, marketing capabilities and facilitate better incomes. v. 5,987 beneficiaries were provided loans under Weavers’ MUDRA Scheme vi. 9,408 beneficiaries were enrolled under Pradhan Mantri Jeevan Jyoti Bima Yojana and Pradhan Mantri Suraksha Bima Yojana. vii. Total 22.34 lakh kg of yarn has been supplied under Transport Subsidy & Price Subsidy benefitting more than 69,973 handloom organisations/weavers. viii. Pehchan cards have been issued to 1,77,447 handloom workers in Andhra Pradesh. The details of handloom clusters financially assisted under National Handloom Development Programme during last three years in Andhra Pradesh are at Annexure. Further, need-based skill upgradation training is conducted for handloom workers/weavers across the country including Andhra Pradesh. Skill training has been imparted to 771 handloom weavers of Andhra Pradesh during the last three years. An e-commerce portal (https://www.indiahandmade.com/) has been launched to support weavers and artisans for online marketing of handloom products. In addition, handloom weavers were onboarded on Government e-Market place to enable them to sell their products directly to various Government Departments and organizations. Under National Handicraft Development Programme, 840 Pehchan Cards have been issued and 192 artisans have been benefited and 4 Skill Development Programmes were conducted, benefiting 140 artisans, during the last three years in Konaseema District, Andhra Pradesh. Under SAMARTH scheme, a total of 11852 beneficiaries were trained (Passed) and a total of 9582 beneficiaries were placed in the State of Andhra Pradesh during the last three years. Under SITP Scheme, 4 Textile parks have been approved in Andhra Pradesh, namely Brandix India Apparel City Private Limited, Guntur Textile Park, Tarakeshwara Textile Park and Hindupur Vyapar Apparel Park Limited. Out of 170 participant companies under the scheme, 5 are in Andhra Pradesh and these companies have made an investment of Rs.170.99 crore under the scheme till 31.03.2026.
