Parliament Question: Implementation of the RECLAIM framework

GOVERNMENT OF INDIA MINISTRY OF COAL RAJYA SABHA UNSTARRED QUESTION NO. 1010 ANSWERED ON- 09.02.2026 IMPLEMENTATION OF THE RECLAIM FRAMEWORK 1010# SMT. MAMATA MOHANTA: Will the Minister of COAL be pleased to state: (a) the number of mines closed so far under the RECLAIM framework initiated in July 2025; (b) the status of assessment of the socio-economic condition of communities affected by mine closures; (c) the measures taken for livelihood restoration in mining-affected States like Odisha; and (d) whether any assessment has been made of the impact on environmental objectives? ANSWER MINISTER OF COAL & MINES (SHRI G. KISHAN REDDY) (a): Since the launch of the RECLAIM framework, no mine has been formally closed exclusively under the RECLAIM framework, as mine closure is a regulated and phased statutory process governed by approved Mine Closure Plans. However, Coal India Limited (CIL) has identified 26 mines for repurposing activities in closed/ abandoned mines with respect to ecological restoration, post-mining land use, and community engagement. (b): Looking into the importance of socio-economic conditions of communities affected by mine closures, CIL has engaged IIT Kanpur in November, 2025, for assessment of the socio- economic condition of communities affected by mine closures in five mines of Coal India Ltd. (c): The following measures have been taken for livelihood restoration in mining-affected States, including Odisha: - 1. Livelihood Restoration and Diversification Livelihood support programmes have been initiated by CIL for mine-affected communities, including skill development, vocational training, and promotion of alternative income-generating activities such as agriculture and fisheries. 2. Employment and Skill Development Skill upgradation and capacity-building programmes are being implemented through CSR initiatives to enhance employability of local youth and displaced persons in non- mining sectors, including construction, services, and self-employment. 3. Support to self-help groups Targeted interventions have been undertaken for vulnerable sections of the community, including women and landless families, through self-help groups and social welfare linkages.4. Community Infrastructure Development CIL has continued to support the development and maintenance of basic infrastructure such as drinking water facilities, sanitation, roads, healthcare services, educational support, and community assets in mine-affected villages. (d): Before the start of any new/expansion coal mine project, Environment Clearances are obtained for which Environmental Impact Assessment and Environmental Management Plan is prepared to ensure the protection of environment. The Environmental Impact Assessment and Environmental Management Plan is implemented in all the mines to mitigate the environmental impact of mining. *****
