IMPLEMENTATION OF TRIBAL WELFARE SCHEMES IN DAHOD

Will the Minister of TRIBAL AFFAIRS be pleased to state:
(a) the specific targets set by the Government under the Dharti Aaba Janjatiya Gram
Utkarsh Abhiyan (DAJGUA) to achieve one hundred percent saturation of basic
infrastructure and healthcare services in the remote tribal villages of Dahod Lok Sabha
Constituency.
(b) the steps taken through the Pradhan Mantri Janjatiya Vikas Mission to ensure
remunerative prices for the produce of tribal communities in Dahod Lok Sabha
Constituency and to eliminate intermediaries from the supply chain; and
(c) whether the Government, in view of the success of Van Dhan Vikas Kendras in Dahod
Lok Sabha Constituency, proposes to introduce new incentive schemes for global branding
and digital marketing of tribal products and if so, the details thereof?

(a): Ministry of Tribal Affairs launched the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan
(DAJGUA) on 2nd October 2024 as a flagship convergence-driven initiative to saturate
63,843 tribal-majority villages with essential infrastructure and welfare services. Spanning
549 districts and 2,911 blocks in 30 States and Union Territories, and implemented through
17 Central Ministries, the programme has a total budgetary outlay of ₹79,156 crore. The
mission includes 25 critical interventions of 17 Ministries across sectors such as housing,
health, nutrition, education, drinking water, digital connectivity, electrification, skill
development, and livelihoods.There are 189 villages in 4 blocks of Mahisagar District in Dahod Lok Sabha
Constituency has been included. Target set under DAJGUA acrros the country including
tribal villages of Dahod Lok Sabha Constituency is as per Annexure 1.
Under the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DA‑JGUA), project
proposals are formulated at the District/ State level and then submitted by the State/ UT
Govt. to the Ministry at Central Level for approval of projects.
(b) & (c): TRIFED has been implementing “Pradhan Mantri Janjatiya Vikas Mission
(PMJVM) scheme of the Ministry of Tribal Affairs for promoting entrepreneurship within
tribal communities and for socio-economic development of tribal communities of the
country including Dahod lok sabha constituency in Gujarat. PMJVM has been designed
through the merger of two existing schemes i.e., “Mechanism for Marketing of Minor
Forest Produce (MFP) through Minimum Support Price (MSP) and Development of Value
Chain for MFP” and “Institutional Support for Development and Marketing of Tribal
Products/Produce”.
Under the MSP for MFP component, the government fixes a remunerative MSP for
various minor forest produces and sets up procurement centres near tribal villages to buy
directly from tribal gatherers. This direct, institutional procurement and marketing system
removes the need for private middlemen and prevents distress sale or exploitation. For the
MSP for MFP component, 2519.43 MT amounting to Rs. 1453.72 Lakhs of procurement
have been done so far in the state of Gujarat. The status of Revolving Funds and
Infrastructure Funds released for the state of Gujarat is given in Annexure II.
Under the Van Dhan initiative, TRIFED provides financial assistance to VDVKs
for undertaking value addition of MFPs/non-MFPs, including support for raw materials,
training and capacity building, tool kits and machinery, packaging and branding,
transportation, storage, etc., so as to establish them as viable enterprises for livelihood
generation among tribal communities. As on date, under the PMJVM Scheme, 4,172
VDVKs have been sanctioned across the country, with 1,248,067 associated members and
a total sanctioned amount of Rs. 61,917.70 lakhs. As on date there are 20 PM JVM VDVKs
Sanctioned in the Dahod.
Retail Marketing Activities:
TRIFED is engaged in generating livelihood opportunities for tribal communities
through marketing development of the tribal products produced by them which includehandicraft, handloom & natural and food products. The identification and empanelment of
tribal artisans and procurement of various tribal products from them are the core activities
for generating livelihood opportunities for tribal communities. The various tribal products
are sold through retail network chain of 116 Tribes India Outlets, exhibition and e-
Commerce platforms across the country. 6154 number of tribal artisans are empanelled
with TRIFED as on 31.10.2025, which are associated with 3,12,167 families. It includes
03 tribal artisan/suppliers empaneled with TRIFED associated with 484 families Dahod
Lok Sabha Constituency.
To ensure remunerative prices for the produce of tribal communities, the items are procured
based on the cost sheet prepared as per the information given by Tribal artisans which
includes price of raw materials, manpower charges and other charges plus the profit
margin. This ensures fixation of correct remunerative price for the tribal artisans for their
products. The details of sales and procurement of tribal products made by tribal artisans
and suppliers from the state of Gujarat during last 5 years is given below:

Besides, TRIFED has also designed and developed its own in-house ecommerce
platform www.tribesindia.com. The new website has been made live on 10th June 2025
and is targeted towards both domestic and international customers. The website has a
visibly better UX & UI and offers great user experience. Currently, approx. 6,000 products
are live on the new Tribes India Website, and more are in the process of being added.
Besides, more than 1000 tribal products are being sold through ONDC.Annexure I
