IMPLEMENTATION OF UNIQUE FARMER ID

be pleased to state:
(a) the extent status of implementation of the mandatory Unique Farmer ID in various
States of the country/ particularly in Bihar and the number of farmers who have been
registered so far;
(b) whether any assessment has been made by the Government regarding the likely
impact of linking the Unique Farmer ID with welfare schemes, agricultural credit and
Government procurement in rural areas where digital literacy and internet connectivity
remain limited;
(c) whether any special arrangements have been made to ensure that small and
marginal farmers, who lack access to digital resources, are not deprived of any Government
scheme, subsidy or procurement system; and
(d) if so, the details of the arrangements put in place to assist such farmers?

(a): The State Farmers Registry under the AgriStack DPI covers all the landholding
farmers, including women farmers, livestock and fisheries and provides them a digital
identity called Farmer ID. The Farmers Registry application also has the provision to
onboard all the landholding farmers, as well as cultivators such as tenants & sharecroppers.
As of 19.03.2026, more than 9.20 Crore Farmer IDs have been generated, including 47.63
lakh Farmer IDs in Bihar. Details of State-wise Farmer IDs generated is given in Annexure.
(b) to (d): The Government consistently evaluates the outcomes of FIDs. It enables
seamless integration of Direct Benefit Transfer (DBT) schemes such as registrations under
Pradhan Mantri Kisan Samman Nidhi Yojna (PM Kisan), Pradhan Mantri Fasal Bima Yojna
(PMFBY), Minimum Support Price (MSP) based procurement, access to credit delivery,
input distribution, and disaster relief. States are using Farmer IDs to ease the lives of
farmers. Maharashtra has successfully leveraged AgriStack for scheme delivery, ArtificialIntelligence (AI)-based advisory, providing credit access, and disaster relief including the
transfer of over ₹14,000 crore to 89 lakh farmers for Kharif 2025 crop losses in 5 days.
Chhattisgarh has institutionalized Farmer ID and Digital Crop Survey for MSP-based paddy
procurement, covering over 32 lakh farmers in a single season, significantly improving ease
of registration by farmers, as well as transparency, crop verification, and timeliness of MSP
payments.
Although internet penetration has increased in rural areas, additional steps have
been taken to ensure the digital inclusion of farmers who do not have mobile phones. They
can use existing support structures like Farmer-Producer Organisations (FPOs), Krishi
Sakhis, and Common Service Centres (CSCs) to get them registered on AgriStack and
access services and benefits. Further, the States are organizing the camps so that no
farmer is left out of getting the benefits of AgriStack.Annexure
