SHRI VISHNU DATT SHARMA: Will the Minister of FISHERIES ANIMAL HUSBANDRY AND DAIRYING be pleased to State: (a) whether the Government is implementing national programmes for veterinary services, livestock improvement, disease control and livestock management infrastructure to enhance productivity and farmer incomes, if so, the details thereof; (b) whether veterinary hospitals, livestock improvement centres, vaccination programmes and livestock management infrastructure have been strengthened in the districts of Katni, Panna and Chhatarpur in the Lok Sabha Constituency of Khajuraho, if so, the details thereof; (c) the number of veterinary facilities established, livestock vaccinated and livestock development programmes implemented in these districts during the last three years; (d) whether the veterinary and livestock infrastructure remains inadequate in these districts, if so, the reasons thereof, and (e) the steps proposed to be taken by the Government to improve veterinary healthcare, livestock productivity and income opportunities for livestock dependent households in this region? ANSWER THE MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING मत्स्यपालन, पशुपालन और डेयरी मंत्री (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH) (a) to (e) statement is laid on the table of the house.STATEMENT REFERRED IN REPLY OF LOKSABHA STARRED QUESTION NO. 233 PART (a) to (e) ON IMPLEMENTATION OF VETERINARY SERVICES (a) Details on programmes implemented by Department of Animal Husbandry & Dairying (DAHD), GOI for veterinary services, livestock improvement, disease control and livestock management infrastructure to enhance productivity and farmer’s income are as below: i. Livestock Health & Disease Control Programme (LHDCP) is implemented in all States/UTs, for prevention of economically important livestock diseases namely Foot and Mouth Disease (FMD), Brucellosis, Peste des Petits Ruminants (PPR) and Classical Swine Fever (CSF) through vaccination. Further, financial assistance is provided to States/ UTs on sharing basis for operation of Mobile Veterinary Units (MVU) to deliver veterinary services at farmer’s doorstep. Assistance is also provided for State prioritised activities such as strengthening of laboratory, disease surveillance, vaccination against livestock diseases, control of emergent and exotic diseases, training and awareness. ii. Rashtriya Gokul Mission (RGM) is implemented for development and conservation of indigenous bovine breeds, genetic upgradation of bovine population, enhancement of milk production and productivity of bovines across the country. Nationwide Artificial Insemination programme, Accelerated Breed Improvement programme using sex-sorted semen and In-vitro Fertilisation (IVF) Technology, Genomic chip for genomic selection, Progeny Testing and Pedigree Selection programme and Training and equipping Multi-Purpose Artificial Insemination Technicians (MAITRIs) are the key components. iii. Under Animal Husbandry Infrastructure Development Fund (AHIDF), 3% interest subvention is provided to individual entrepreneurs, private companies, MSME, Farmers Producers Organizations (FPOs), Section 8 companies and Dairy Cooperatives for activities of dairy processing and value addition infrastructure. iv. Under National Livestock Mission Entrepreneurship Development Programme (NLM EDP), 50% capital subsidy is provided to individuals, Farmer Producer Organisations (FPOs), Self- help Groups (SHGs), Joint Liability Groups (JLGs), Farmer Cooperative Organizations (FCOs) and Section 8 companies for establishing various fodder processing & grading units improving the inputs for dairy sector in India. v. To support the efforts made by the State Government for milk procurement and milk processing infrastructure as well as increasing milk production, National Programme for Dairy Development (NPDD) and Supporting Dairy Cooperatives and Farmer Producer Organizations engaged in dairy activities (SDCFPO) are implemented. (b) &(c). Though Animal Husbandry is a State subject, DAHD supports the States/ UTs for veterinary services, livestock improvement, disease control and livestock management infrastructure through different schemes as detailed under (a) above. Based on the information received from State of Madhya Pradesh, the details of veterinary infrastructure, number of Artificial Inseminations, projects approved under NPDD and number of animals vaccinated under LHDCP, during last three years in Katni, Panna and Chhatarpur is placed as Annexure I. (d). No, as per the information received from the State. (e). In addition to (a) above, the details of steps taken by the Government in Katni, Panna and Chhatarpur districts to improve Veterinary health care, livestock productivity and income opportunities are as follows:i. Under the Livestock Health and Disease Control Programme (LHDCP), during FY 2025-26, a total of 4,03,251, 6,89,522, and 6,44,506 animals were vaccinated against FMD in Katni, Panna, and Chhatarpur districts, respectively. Likewise, 74,516, 1,41,576, and 1,92,017 animals were vaccinated against PPR in the respective districts. ii. Out of 406 MVUs operational in the State of Madhya Pradesh, 07 MVUs are operational each in Katni and Panna and 10 MVUs are operational in Chhatarpur districts. iii. Under NPDD, 02 projects each in Katni, Panna and Chhatarpur districts have been approved during 2025-26. iv. As per the information received from the State, livestock owners are benefited under the State schemes, namely Dr Bheem Rao Ambedkar Kamdhenu Yojana, Mukhyamantri Dairy Plus Yojana and Acharya Vidyasagar Gau Samvardhan Yojana. v.
