IMPLEMENTATION STATUS OF FLOOD MANAGEMENT AND
BORDER AREAS PROGRAMME
3395. SHRI APPALANAIDU KALISETTI:
Will the Minister of JAL SHAKTI be pleased to state:
(a) the current status of implementation of the Flood Management and Border Areas Programme
(FMBAP) across the country, State-wise;
(b) the details of projects sanctioned along with the funds allocated, released and utilised under FMBAP
in Andhra Pradesh since its inception, year-wise;
(c) the details and number of proposals received under FMBAP from States including Andhra Pradesh
during the last five years indicating those approved, under consideration or rejected, year-wise;
(d) whether any proposals from the State Government of Andhra Pradesh are presently pending under
FMBAP and if so, the details and the current status thereof;
(e) whether enactment of flood-plain zoning legislation is mandatory for States to access financial
assistance under FMBAP and if so, whether the State Government of Andhra Pradesh has enacted such
legislation and if so, the details thereof; and
(f) the steps being taken by the Union Government to support and encourage Andhra Pradesh and other
States in adopting flood-plain zoning laws and implementing FMBAP effectively?

(a) to (d) Union Government is implementing a centrally sponsored "Flood Management and Border
Areas Programme (FMBAP)" for providing central assistance to States for works related to flood
control, anti-erosion, drainage development, anti-sea erosion, etc. during 2021-26. The state-wise release
of central share under FMBAP is attached as Annexure.
No project proposal of Andhra Pradesh has been received for inclusion under FMBAP.
(e) & (f) As per Cabinet approval of FMBAP Scheme during 2021-2026, projects from only those
States, which have implemented Flood Plain Zoning (FPZ) either through a legislation or through an
appropriate Executive Order, are eligible for inclusion of projects under FMBAP in the State.
Ministry of Jal Shakti has continuously impressed upon the States the need to adopt flood plain
zoning approach as a non-structural measure of flood management in the country. In order to enable
States to undertake scientific assessment of flood plains and its zoning as a non-structural measure of
flood mitigation, a technical guideline on Flood Plain Zoning have been prepared and circulated to the
States/UTs including Andhra Pradesh in August, 2025 by Ministry of Jal Shakti.
