Shri Shreyas M Patel: Will the Minister of AGRICULTURE AND FARMERS WELFARE कृ(cid:874)ष एवं (cid:873)कसान क(cid:227)याण मं(cid:287)ी be pleased to state: (a) whether Ginger is presently covered under the Pradhan Mantri Fasal Bima Yojana (PMFBY) in all States and Union Territories, including Karnataka; (b) if so, the details thereof and if not, the reasons for its exclusion in certain States or districts; (c) whether the Government has received representations from the Government of Karnataka, farmers organisations or public representatives seeking inclusion of Ginger under PMFBY; (d) whether the Government has assessed the losses suffered by Ginger growers due to diseases, pests, excessive rainfall, drought, floods and market-related risks; (e) whether the Government proposes to include Ginger as an insured crop under PMFBY in Karnataka and other Ginger-growing regions or provide a suitable crop insurance package for Ginger farmers; and (f) if so, the details and expected timeline and if not, the reasons therefor ? ANSWER MINISTER OF STATE FOR AGRICULTURE AND FARMERS WELFARE कृ(cid:874)ष एवं (cid:873)कसान क(cid:227)याण रा(cid:207)य मं(cid:287)ी (SHRI RAMNATH THAKUR) (a) to (c): The Pradhan Mantri Fasal Bima Yojana (PMFBY) envisages coverage of all food crops (cereals, millets and pulses), oilseeds and commercial/horticultural crops subject to availability of past yield data based on Crop Cutting Experiments (CCEs) as well as capacity of the State Government to conduct requisite number of CCEs or adopt YES-TECH (Yield Estimation System Based on Technology) to assess the yield of the crop to calculate claims.For the crops not meeting the aforesaid conditions, the concerned State Government is free to notify them for coverage under Restructured Weather Based Crop Insurance Scheme (RWBCIS) under which claims payment are being structured on the basis of weather index parameters. However, specific crop is notified by the concerned State Government keeping in view the afore-said provision. Accordingly, Ginger has been notified by the State government of Karnataka in the districts of Bidar, Haveri, Shivamogga and Uttara Kannada in Karnataka from Kharif 2020-21 onwards. Ginger is also notified in States of Chhattisgarh, Kerala, Meghalaya, Mizoram, Odisha, Sikkim, Tamil Nadu and Uttarakhand during 2025-26. (d): The RWBCIS is being implemented on weather index-based approach, under which insurance claims are determined solely on the basis of deviations in the notified weather parameters like deficit and excess rainfall, high or low temperature, humidity etc., which are deemed to impact crop production adversely and recorded at the designated Reference and Backup Weather Stations, as specified in the approved Term Sheets. Market-related risks are not covered under the Scheme. (e) & (f): The notification of a specific crop is the prerogative of the State Government and State Government has accordingly notified Ginger under the scheme as stated above. ********
