Will the Minister of EXTERNAL AFFAIRS be pleased to state :-
(a) the major pillars of partnership and strategic priorities identified under
the India-Japan Joint Vision for the Next Decade adopted in August 2025,
particularly in areas such as technology, resilient supply chains, green
energy, digital cooperation and defence-industrial collaboration for the
State of Odisha;
(b) the manner in which these initiatives are expected to strengthen India’s
economic engagement with the Global South through joint development
projects, infrastructure financing, and triangular cooperation frameworks;
1(c) the institutional mechanisms established for capacity building, skill
development, start-up collaboration and industry-to-industry partnerships
under the Joint Vision; and
(d) the measures proposed to enhance people-to-people exchanges,
academic and cultural partnerships and State-Prefecture level cooperation
between India and Japan during the upcoming decade?

(a) During the 15th India-Japan Annual Summit that took place on 29-30
August 2025 in Tokyo, Prime Minister of India and Japan issued the Joint
Vision for the Next Decade identifying eight sectors of economy, economic
security, mobility/infrastructure, ecological sustainability, technology and
innovation, health, People-to-People exchanges and State-Prefecture
partnership for enhanced collaboration between the two countries.
(b) The Joint Vision aims to advance bilateral ties and thereby strengthen
economic relations with the Global South in alignment with India’s vision of
2Mutual and Holistic Advancement for Security and Growth Across Regions
(MAHASAGAR). This includes the promotion of private sector-led
businesses and investments in India and the robust concentration of
Japanese companies in India as a hub for invigorating business
collaboration with other countries in South Asia and Africa.
(c) The Next Gen People-to-People Partnership in the Joint Vision includes
the Action Plan for India-Japan Human Resource Exchange and
Cooperation which targets an exchange of more than 500,000 personnel in
both directions in the next five years, including 50,000 skilled personnel
and potential talents from India to Japan. Capacity building and skill
development are an important focus of the Action Plan and will be
furthered through collaboration in vocational training, internship programs,
exchanges of researchers and students and promotion of Japanese
language education in India.
The Joint Vision also consists of several initiatives to enhance industry
collaboration. The India-Japan Economic Security Initiative provides
momentum in strengthening supply chains of key goods and materials,
3which foster market diversification and advance cooperation in cutting-
edge technologies.
The Next Generation Mobility Partnership envisions comprehensive
cooperation in the fields of infrastructure, logistics and mobility, and
serves the vision of Make in India for the World. Cooperation between
Small and Medium Enterprises (SMEs) will be fostered through the India-
Japan SME Forum that was inaugurated on 21st November this year.
Collaboration between businesses including start-ups in sectors as wide-
ranging as space, agriculture, clean energy, pharmaceuticals and
biotechnology is also covered under the Joint Vision for the Next Decade.
(d) The Next-Gen People-to-People Partnership under the Joint Vision for
the Next Decade recognises the historical linkages and cultural affinities
between India and Japan and seeks to realise the potential of our human
resources in bridging our respective economic and demographic
challenges. People-to-People contact and cooperation will be promoted
through the Action Plan for India-Japan Human Resource Exchange and
Cooperation, promoting exchange of skilled personnel, researchers and
4students, and facilitating greater bilateral tourist flow. The same will be
promoted between Indian States and Japanese Prefectures by fostering
commercial and business partnerships, direct connectivity and official
linkages through state-led delegations.
