GOVERNMENT OF INDIA MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP RAJYA SABHA STARRED QUESTION NO. *357 ANSWERED ON 25.03.2026 INDIA SKILLS ACCELERATOR INITIATIVE *357. SHRI SURENDRA SINGH NAGAR: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) the current status of the India Skills Accelerator initiative launched in partnership with the World Economic Forum, including details of participating stakeholders and its operations expansion; (b) the key objectives and methodology for identifying and scaling innovative solutions for workforce upskilling and lifelong learning; (c) the details of the programmes implemented, enrolled learners and industry partnerships to address the skill gap; and (d) whether the Ministry proposes an impact assessment or performance framework to evaluate the results of the said initiative, if so, the details thereof? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) to (d) A statement is laid on the Table of the House.STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF THE RAJYA SABHA STARRED QUESTION NO. *357 ANSWERED ON 25.03.2026 ASKED BY SHRI SURENDRA SINGH NAGAR, HON’BLE MEMBER OF PARLIAMENT REGARDING “INDIA SKILLS ACCELERATOR INITIATIVE”. (a) The Ministry of Skill Development and Entrepreneurship (MSDE) has partnered with the World Economic Forum for the India Skill Accelerator initiative, and a Memorandum of Understanding (MoU) was signed on 16.01.2026 for cooperation in the fields of Skill Development and Technical and Vocational Education and Training (TVET). The initiative is envisaged as a multi-stakeholder platform involving participation from Government, industry, academia, training providers and other relevant stakeholders, and is currently in the initial phase of operationalisation with a focus on establishing institutional and partnership frameworks. (b) The key objectives of the initiative include identification, scaling, and acceleration of innovative solutions and public-private partnerships to address skill gap and strengthen the TVET ecosystem. The methodology involves aligning skilling and reskilling with industry requirements, promoting innovative financing mechanisms, enhancing stakeholder coordination in line with Vision @2047, and leveraging frameworks such as the National Education Policy 2020, Academic Bank of Credits, and engagement with Higher Educational Institutions (HEIs) and regulatory bodies such as AICTE and UGC. (c) The initiative is presently in the initial phase of operationalisation and is focused on establishing the institutional and partnership framework for implementation. (d) The monitoring and implementation framework has been envisaged under the MoU. The framework provides for participation of Government and private sector stakeholders and include preparation of an Action Plan outlining roles and responsibilities. MSDE, through its agencies, will oversee the implementation of agreed milestones and outputs and monitor progress through periodic review mechanisms. *****
