3887. SHRI BHARAT SINGH KUSHWAH:
Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to state:
(a) whether the harmful chemicals discharged from the Malanpur industrial area located near Gwalior are adversely affecting human health, agricultural land and groundwater and if so, the details thereof;
(b) whether any scientific assessment/survey has been conducted to evaluate the impact of the said pollution and if so, the details thereof, along with the extent of area in kilometres to which this impact has been assessed;
(c) the amount/percentage spent by the concerned industries on pollution control, afforestation and environmental protection during the last five years; and
(d) the details of total amount spent by the said industries under the Public Welfare and Corporate Social Responsibility Scheme in the Gwalior region, industry and year-wise? ANSWER MINISTER OF STATE IN THE MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE (SHRI KIRTI VARDHAN SINGH)
(a) to (d) As per information provided by Madhya Pradesh Pollution Control Board (MPPCB), there is no discharge of harmful chemicals from Malanpur Industrial Area. As informed by State Departments MPPCB has reported that there is no adverse effect found on human health, agriculture and ground water.
Further, Central Pollution Control Board (CPCB) has formulated Comprehensive Environmental Pollution Index (CEPI), which is a rational number (ranging from 0 to 100) to characterize environmental quality at a given industrial area following algorithm of pollution source, pathway and receptor. The industrial area having aggregated CEPI scores 70 and above are considered as Critically Polluted Areas (CPAs), whereas CEPI scores โฅ60 and <70 are considered as Severely Polluted Areas
(SPAs) and CEPI scores less than 60 are considered as Other Polluted Areas (OPAs).During 2018, CPCB carried out CEPI assessment of 100 industrial areas, located in 21 States/UTs and identified 38 CPAs, 31 SPAs and 31 OPAs which includes Gwalior with a CEPI score of 51.67 and categorized as Other Polluted Area (OPA).
Further, CPCB directed all SPCBs/PCCs to prepare and implement Action Plans to restore and improve the environmental quality in all concerned CPAs & SPAs. Accordingly, all concerned SPCBs/PCCs have prepared Action Plans for the same and submitted to CPCB during 2018 which are under various stages of implementation. CPCB has developed โCEPI Action Plan Review portalโ to review the implementation of action plan by concerned SPCBs/PCCs.
For setting up of industries prior permission from SPCB in form of Consent to establish and consent to operate or/and Environmental Clearance from MoEFCC/State Environment Impact Assessment Authority (SEIAA) is required. These permissions are subject to specific conditions, including compliance with emission norms notified by MoEFCC, installation of adequate pollution control equipment, development and maintenance of green belts for environmental protection, and contribution towards the Corporate Social Responsibility (CSR) scheme.
