Infrastructure Gap in Kendriya Vidyalayas
and Jawahar Navodaya Vidyalayas
69. Shri Pushpendra Saroj:
Will the Minister of EDUCATION be pleased to state:
(a) the current student-to-computer ratio in Kendriya Vidyalayas and Jawahar
Navodaya Vidyalayas in the country, classified State/UT-wise and district-
wise for Uttar Pradesh;
(b) the number of schools where computer laboratories are either non-
functional or operating below prescribed digital infrastructure norms under
Central guidelines, State/UT-wise and district-wise for Uttar Pradesh;
(c) the total Central funds sanctioned, released and utilised during the last five
years for ICT infrastructure and computer laboratory upgrades in these
schools, State/UT-wise particularly for Uttar Pradesh;
(d) the findings of any monitoring or audit conducted by the Ministry regarding
gaps in digital access affecting computer-based learning and examinations;
and
(e) the time-bound plan adopted by the Central Government to reduce the digital
infrastructure deficit in centrally administered schools in Uttar Pradesh?

(a) As per information received from Kendriya Vidyalaya Sangathan (KVS) and
Navodaya Vidyalaya Samiti (NVS), the current student-to-computer ratio at the
national level is 15:1 in Kendriya Vidyalayas (KVs) and 10.8:1 in Navodaya
Vidyalayas (NVs). The State/UT-wise student-to-computer ratio in KVs and NVs is
at Annexure-I, while the district-wise student-to-computer ratio for the State of
Uttar Pradesh in respect of KVs and NVs is at Annexure-II & III, respectively.(b) The details of KVs, State/UT-wise and district-wise in the State of Uttar
Pradesh that are operating below the prescribed digital infrastructure norms are at
Annexure-IV and Annexure-V, respectively.
The State/UT-wise details of NVs that are operating below the prescribed
digital infrastructure norms are at Annexure-VI. There are 09 NVs in the districts of
Uttar Pradesh namely Agra, Azamgarh, Banda, Jhansi, JP Nagar, Jaunpur,
Faizabad, Deoria, Etawah and Hapur of that are operating below the prescribed
digital infrastructure norms.
(c) As per information received from KVS, ICT infrastructure is developed
through the Vidyalaya Vikas Nidhi (VVN) in KVs. Additionally, funds from Central
Government have also been sanctioned under the PM SHRI Scheme for KVs for
ICT infrastructure/computer laboratories. The State/UT-wise details (including the
State of Uttar Pradesh) of Central funds sanctioned / utilized in last five years, in
respect of KVs and NVs are at Annexure-VII.
(d) & (e) Setting up of ICT / digital infrastructure in KVs and NVs is a continuous
process which depends upon various factors such as opening of new schools,
addition of higher classes, availability of funds, availability of Internet connectivity
etc. ICT infrastructure is monitored by KVS and NVS on a regular basis through
periodic reviews and reports received from their Regional Offices, and the
respective schools. The identified gaps, wherever reported, are addressed, subject
to availability of resources and operational requirements. KVS and NVS are
continuously strengthening ICT infrastructure through the provision of computer
laboratories, computers and furniture in computer labs, smart classrooms, internet
connectivity, and other digital resources. ICT infrastructure in newly opened KVs
and NVs is also being established. This also includes the schools located in the
State of Uttar Pradesh.
