Initiatives to Ascertain Learning Level in Government Schools

Will the Minister of EDUCATION be pleased to state:
(a) whether the Government has taken up any initiatives to ascertain learning
levels in Central Government schools, if so, the details thereof, State/UT-
wise and if not, the reasons therefor;
(b) whether the Government has taken any initiatives to ascertain gender
demographics and the details of enrolment of girls and boys in Central
Government schools in the country and if so, the details thereof; and
(c) the details of initiatives taken by the Government to ensure skill training for
children in the country?

(a) Central Government Schools namely Kendriya Vidyalayas (KVs) and
Jawahar Navodaya Vidyalayas (JNVs) are under the Department of School
Education and Literacy, Ministry of Education.
Kendriya Vidyalaya Sangathan (KVS) and Navodaya Vidyalaya Samiti
(NVS) conduct regular and systematic assessments to ascertain the learning
levels of students across all KVs and JNVs and have taken several initiatives to
monitor and improve student learning outcomes on a continuous basis, including
active participation in national assessments such as the National Achievement
Survey (NAS)/ Performance Assessment, Review and Analysis of Knowledge for
Holistic Development (PARAKH) as well as the Structured Assessment for
Analysing Learning (SAFAL) which is conducted by CBSE. Internal Learning
Achievement tests are also conducted in all KVs and JNVs to monitor progress. In
alignment with National Education Policy (NEP) 2020, KVS and NVS have also
implemented Competency-Based Education (CBE), integrating pedagogies and
assessments focused on foundational literacy and numeracy, experiential learning
and higher-order competencies. Additionally, ICT-integrated teaching-learningprocesses, experiential learning, art-integrated learning, and toy-based learning
have been adopted to help achieve the desired learning outcomes.
(b) The present enrolment of students in KVs and JNVs is as under:

(c) Under NEP 2020, vocational education for Classes VI–VIII is provided
through play-based and activity-based learning, aimed at developing pre-
vocational skills, familiarising students with different types of work and fostering
respect for all forms of work. For 2024-25, ₹81.90 Cr has been allocated to
States/UTs for skill exposure in Classes VI–VIII. A total of 1,08,418 schools are
covering over 60.88 lakh students. A 10-day Bagless Activity is conducted for
students of Classes VI–VIII during which internships are undertaken with local
experts such as carpenters, gardeners, potters, artists and others. A total of 2.24
crore students have participated in 10-day Bagless activity during 2024-25.
Under the Vocational Education component of ‘Samagra Shiksha’,
vocational courses aligned with the National Skills Qualifications Framework
(NSQF) are offered to students from Classes IX to XII in the schools covered under
the scheme. At the secondary level (Classes IX and X), vocational modules are
offered as an additional subject, while at the senior secondary level (Classes XI
and XII), vocational courses are offered as a compulsory elective subject. At
present, 138 job roles have been approved for introduction as skill subjects for
students of Classes IX to XII. A total of 36,465 schools have been approved under
the scheme out of which the Skill Education has been implemented in 25,140
schools with the enrolment of 35.56 lakh students.
