Parliament Question: Initiatives to support Women Entrepreneurs

GOVERNMENT OF INDIA MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP LOK SABHA UNSTARRED QUESTION NO. 5943 ANSWERED ON 30.03.2026 INITIATIVES TO SUPPORT WOMEN ENTREPRENEURS 5943. SHRI DAGGUMALLA PRASADA RAO: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) the details of initiatives and pilot projects undertaken by the Government to support entrepreneurs, especially women entrepreneurs in developing successful business enterprises; (b) the details of number of beneficiaries supported through such scheme, State/UT-wise and district-wise for Andhra Pradesh; (c) the details of financial assistance released under such schemes during the last five years, State/UT and year-wise; (d) the details of specific policy measures and pilot projects initiatives introduced by the Government in the said State to aid entrepreneurs; and (e) the details of issues faced in implementation of such schemes and the measures taken to address the same? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) to (e) The Government of India has taken various initiatives to build entrepreneurial mindsets and capabilities among women, support and promote the growth of women led enterprises and provide mentoring and handholding support for entrepreneurship development among women. The Ministry of Skill Development and Entrepreneurship (MSDE) through its autonomous organizations, namely, National Institute for Entrepreneurship and Small Business Development (NIESBUD) and Indian Institute of Entrepreneurship (IIE) has implemented various Entrepreneurship Development Programmes (EDPs) and Entrepreneurship and Skill Development Programmes (ESDPs) under various schemes to promote entrepreneurship amongst all sections of the society including women. These EDPs and ESDPs are designed to impart entrepreneurial, financial, managerial and digital marketing skills and also to offer post-training support through mentorship, handholding, and access to credit/finance, market linkages and incubation facilities. The details of the various initiatives and pilot projects undertaken by the MSDE to support entrepreneurs, including women entrepreneurs in developing successful business enterprises are placed at Annexure-I. Further, there are various schemes/ programmes being implemented by Ministries/ Departments of Government of India with the objective of promoting and supporting women entrepreneurs and details of financial assistance released under various schemes during the last five years, State/UT and year-wise are placed at Annexure-II.The Ministry continues to take steps to strengthen the entrepreneurship ecosystem through targeted interventions, sector-specific programmes and enhanced institutional partnerships and convergence to promote women entrepreneurs. While entrepreneurship development schemes have significantly expanded outreach and participation, challenges remain in conversion, sustainability, and scalability of enterprises. The Government has taken multiple steps towards convergence, credit access, market linkage, and handholding, moving towards a more holistic and outcome-driven entrepreneurship ecosystem, particularly benefiting youth, women, and marginalized communitiesAnnexure I ANNEXURE REFERRED TO IN REPLY OF PART (a) to (e) OF LOK SABHA UNSTARRED QUESTION NO.5943 ANSWERED ON 30.03.2026 REGARDING “INITIATIVES TO SUPPORT WOMEN ENTREPRENEURS” The details of various entrepreneurship development initiatives and pilot projects being implemented by the Ministry of Skill Development and Entrepreneurship for women entrepreneurs across country are as under: 1. Swavalambini: MSDE in collaboration with the Women Entrepreneurship Platform of NITI Aayog, launched the Swavalambini- a Women Entrepreneurship Programme in February 2025 in the North-Eastern States of Assam, Meghalaya and Mizoram, Uttar Pradesh and Telangana. The programme aims to cultivate an entrepreneurial mindset among female students through Entrepreneurship Awareness Training (EAP) for 1,200 students, and out of these students providing Entrepreneurship Development Programme (EDP) for 600 students. NIESBUD and IIE are the implementing agencies for the program. Furthermore, Swavalambini aims to recognise and reward successful women entrepreneurs emerging from the programme through the Award to Rewards Initiative of Women Entrepreneurship Platform of NITI AAYOG. The programme will leverage workshops, seed funding, and structured mentoring to support the growth of women-led enterprises. As on 25.03.2026, a total of 559 women candidates have been trained under Entrepreneurship Development programme. The programme has resulted in creation of 11 enterprises. An amount of Rs. 0.40 crore has been allotted under this scheme during the last five years. 2. Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PMJANMAN): Ministry of Skill Development and Entrepreneurship (MSDE) through its autonomous Institutes, namely, National Institute for Entrepreneurship and Small Business Development (NIESBUD) and Indian Institute of Entrepreneurship, Guwahati (IIE) is implementing the skilling and entrepreneurship component of Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyaan (PM JANMAN) – a scheme of Ministry of Tribal Affairs for upliftment of PVTGs. The scheme focuses on 11 critical interventions related to 9 key Ministries including MSDE. One of the key interventions of the Ministry is facilitating skill and entrepreneurship developments in Van Dhan Vikas Kendras (VDVKs). The project is being implemented with support of Tribal Cooperative Marketing Development Federation of India (TRIFED) in 15 States across the country under which a total of 500 VDVKs are to be set up by 31st March 2026. As on 25.03.2026, a total of 489 VDVKs have been operationalized and 38,386 members have been trained under Entrepreneurship Development Programme. Out of this, a total 32,233 women members have been trained. Moreover, 5976 members have been trained in the State of Andhra Pradesh, out of which 5135 are women. An amount of Rs. 23.47 crore has been allotted under this scheme during the last five years. 3. Establish, Develop and Manage Entrepreneurship Development Centres (EDCs) and Incubation Centers (ICs) in North East Region’s Educational Institutions : Under this Project, IIE is mandated to Establish, Develop and Manage EDC and Incubation Centers (ICs) in North East Region’s Educational Institutions. The key features of the project include establishing, developing and managing 30 EDCs and 4 ICs in 8 states of NER, identifying and training 600 mentors from 30 target districts, identifying and training 3600 youth from 30 target districts, incubating 100 business ideas in 4 ICs, supporting 900 business ideas in 30 EDCs through convergence and Seed fund for top 50 incubatees in 4 ICs. As on 25.03.2026, 30 EDCs are fully functional across all 8 North Eastern states and trained 677 mentors. 943 participants have been trained under EDP and 150 entrepreneurs have been selected for incubation. Out of 943 trained members, 329 are women. An amount of Rs. 7.83 crore has been allotted under this scheme during the last five years. 4. Strengthening Entrepreneurial Climate through Capacity Building, Incubation Support, Mentoring, and Handholding under SANKALP Scheme: NIESBUD implemented a project for strengthening the entrepreneurship ecosystem of different marginalized sections of the society with the support of the Skills Acquisition and Knowledge Awareness for Livelihood Promotion (SANKALP) Programme of the Ministry of Skill Development and Entrepreneurship (MSDE). The project aimed at creating, fostering and promoting the spirit of entrepreneurship among the various target groups including women through Capacity Building, Incubation Support, Mentoring and Handholding. As on 25.3.2026, 62825 members have been trained out of which, 43799 are women. 500 members have been trained in the State of Andhra Pradesh, out of which415 are women. An amount of Rs. 49.90 crore has been allotted under this scheme during the last five years. 5. Entrepreneurship based Skill Development Program on Solar Entrepreneurship PM Surya Ghar Muft Bijli Yojana : National Institute for Entrepreneurship and Small Business Development (NIESBUD) under the Ministry of Skill Development and Entrepreneurship in collaboration with the Ministry of New and Renewable Energy (MNRE), Government of India, is organizing Entrepreneurship Development Programme (EDP) on Solar Entrepreneurship under the flagship initiative, PM Surya Ghar Muft Bijli Yojana. The programme aims to promote rooftop solar adoption, empower entrepreneurs, and create sustainable livelihood opportunities by fostering and mentoring budding and existing entrepreneurs in the field of solar entrepreneurship. As on 25.03.2026, out of 30928 trained members, 4225 are women. Moreover, 1349 members have been trained in the State of Andhra Pradesh, out of which 220 are women. An amount of Rs. 27.83 crore has been allotted under this scheme during the last five years. 6. Capacity Building Programme for Fair Price Shop Owners: NIESBUD under MSDE in collaboration with the Department of Food and Public Distribution, Ministry of Consumer Affairs, Food and Public Distribution, has undertaken a Capacity Building Programme for Fair Price Shop (FPS) Owners. The project is being undertaken as Special Project under PMKVY to enable the FPS owners to run their businesses in consonance with the contemporary practices being adopted by Retail Entrepreneurs. The programme aims to equip the participants with in-depth knowledge of various facets of entrepreneurship, financial and digital literacy, and government support ecosystem. As on 25.03.2026, out of total 315 trained members, 33 are women. An amount of Rs. 0.18 crore has been allotted under this scheme during the last five years. 7. Skill Strengthening for Industrial Value Enhancement (STRIVE) Project: Under the Skill Strengthening for Industrial Value Enhancement (STRIVE) project of MSDE, NIESBUD and IIE has conducted awareness and sensitization programmes at National Skill Training Institutes (NSTIs) and Industrial Training Institutes (ITIs). These activities were followed by the selection of prospective entrepreneurs to undergo the Entrepreneurship Development Programme (EDP). The Institute has successfully conducted EDP training for the target groups and is providing mentoring and handholding support to help trainees establish their enterprises. As on 25.03.2026, out of 46035 trained members, 15096 are women. An amount of Rs. 24.63 crore has been allotted under this scheme during the last five years. 8. Entrepreneurial Climate through Training of Trainers (ToTs) and Entrepreneurship Development Programme (EDP) in Jan Shikshan Sansthans (JSSs): NIESBUD under MSDE has implemented a project for creating entrepreneurial climate through the Training of Trainers and the Entrepreneurship Development Programme in Jan Shikshan Sansthan (JSS). The project aimed at creating, fostering and promoting the spirit of entrepreneurship among the various target groups through Capacity Building, Mentoring and Handholding. As on 25.03.2026, out of 3969 trained members, 3563 are women. An amount of Rs. 5.07 crore has been allotted under this scheme during the last five years. 9. Pradhan Mantri Van Dhan Yojana (PMVDY) under PMJVM: The Pradhan Mantri Van Dhan Yojana (PMVDY) under PMJVM is implemented by IIE as the resource agency in Assam, sponsored by the Ministry of Tribal Affairs in collaboration with Assam Plain Tribes Development Corporation. The project aims to uplift tribal communities through value addition of Minor Forest Produce (MFP) and provision of Minimum Support Price (MSP). The project focuses on organizing tribal beneficiaries from Self-Help Groups (SHGs) into Van Dhan Vikas Kendra Clusters (VDVKCs), each comprising approximately 300 beneficiaries. A total of 471 VDVKs have been sanctioned for Assam, of which 358 are presently functional. Value-added products are marketed under the exclusive brand "TRISSAM," with 150+ products currently available. As on 25.03.2026, out of 143700 trained members, 139389 were women. An amount of Rs. 74.25 crore has been allotted under this scheme during the last five years.Annexure- II ANNEXURES REFERRED TO IN REPLY OF PART (a) to (e) OF LOK SABHA UNSTARRED QUESTION NO. 5943 ANSWERED ON 30.03.2026 REGARDING “INITIATIVES TO SUPPORT WOMEN ENTREPRENEURS” The details of various schemes/ programmes being implemented by Ministries/ Departments of Government of India with the objective of promoting and supporting entrepreneurs including women entrepreneurs and details of financial assistance released under various schemes during the last five years, State/UT and year-wise are as under: 1. Ministry of Women and Child Development (MoWCD): SANKALP ( Supportive Action for Nurturing and Knowledge-Based Advancement, Last-Mile Delivery and Potential Realisation of Women )- Hub for Empowerment of Women (HEW) is a component of Samarthya Sub-scheme under Umbrella Mission Shakti. HEW set up at National, State and District levels for empowerment of women with aims to facilitate inter-sectoral convergence of schemes and programs meant for women at Central, State/ UT and district levels with the mandate to create an environment in which women realize their full potential to address gaps in state action for women and for promoting inter-ministerial and inter-sectoral convergence through strengthening the processes that promote holistic empowerment of women by creating an environment conducive to social change by improving access and utilization of government schemes. The support under the HEW is for guiding, linking and hand holding women to various institutional and schematic set ups for their empowerment and development including facilitating access to healthcare, quality education, career and vocational counselling/ training, financial inclusion, entrepreneurship, backward and forward linkages, health and safety for workers, social security and digital literacy at districts/ Blocks/ Gram Panchayats level across the country. SANKALP: HEW is being implemented in all States/UTs except the State of West Bengal and functional in 35 States/UTs. As on date, total 35 State SANKALP: HEWs and 742 District SANKALP: HEWs are functional. As the schemes under ‘Mission Shakti’ are demand driven, State/UT-wise allocation of funds are not earmarked beforehand. As and when the States/ UTs comply with SNA/ SNA SPARSH norms, funds are released to the States/UTs for implementation of the scheme. Ministry of Housing and Urban Affairs (MoHUA): MoHUA was implementing the “Deendayal Antyodaya Yojana – National Urban Livelihood Mission (DAY – NULM)” till 30th September, 2024 which aimed to reduce poverty and Vulnerability of urban poor households by enabling them to access gainful self-employment and skilled wage employment opportunities, in order to improve their livelihood on a sustainable basis, through building strong grassroots level institutions of the urban poor including youth and women. Ministry of Micro, Small & Medium Enterprises(MSME): Ministry of MSME, through Khadi and Village Industries Commission (KVIC), is implementing the Prime Minister’s Employment Generation Programme (PMEGP). It is a central sector scheme generating employment opportunities primarily in rural areas by assisting prospective entrepreneurs in setting up new micro enterprises in the non-farm sector. PMEGP assists General Category beneficiaries with Margin Money (MM) subsidy of 25% of the project cost in rural areas and 15% in urban areas. For beneficiaries belonging to Special Categories such as Scheduled Castes, Scheduled Tribes, OBCs, Minorities, Women, Ex-servicemen, Physically Handicapped, Transgenders, beneficiaries belonging to Northeastern Region, Hill and Border areas, and Aspirational Districts, the Margin Money subsidy is 35% in rural areas and 25% in urban areas. Ministry of Finance (MoF): Department of Financial Services under MoF (DFS) launched Pradhan Mantri Mudra Yojana (PMMY) on 08.04.2015 to extend collateral free credit up to Rs.20 lakh by Member Lending Institutions (MLIs), i.e., Scheduled Commercial Banks (SCBs), Non-Banking Financial Companies (NBFCs) and Micro Finance Institutions (MFIs). Any individual, who is otherwise eligible to take a loan and has a business plan for small business enterprise can avail loan under the Scheme for income generating activities in the manufacturing, trading, service sectors including activities allied to agriculture across four loan categories, viz. Shishu (loans upto Rs. 50,000/-), Kishor (loans above Rs. 50,000/- and upto Rs. 5 lakh), Tarun (loans above Rs. 5 lakh and upto Rs. 10 lakh) and Tarun Plus (loans above Rs. 10 lakh and upto Rs. 20 lakh for those entrepreneurs who have availed and successfully repaid previous loans under the ‘Tarun’ category w.e.f. 24.10.2024). Stand-Up India Scheme was launched on 05.04.2016. The objective of the Scheme was to facilitate loans from Scheduled Commercial Banks (SCBs) of value between Rs. 10 lakh and Rs.1 crore to at least one Scheduled Caste (SC) or Scheduled Tribe (ST) borrower and one-Woman borrower per Bank branch for setting up greenfield enterprise in manufacturing, services or trading sector, including activities allied to agriculture. The Scheme was valid/ operational till March 2025.As on 27.02.2026, a total of 57.26 crore loan accounts have been extended across the country, since inception of the PMMY. Out of this, 1.16 crore loans have been extended in the State of Andhra Pradesh. Further, the Stand Up India scheme has facilitated over 2.75 lakh loans to SC/ST and Women entrepreneurs across the country. Out of this, 15391 loans have been extended in the State of Andhra Pradesh, since inception as on 31.03.2025. Under the Startup India initiative, the Government is implementing three flagship Schemes, Fund of Funds for Startups (FFS), Startup India Seed Fund Scheme (SISFS), and Credit Guarantee Scheme for Startups (CGSS) to provide funding opportunities and support startups across sectors at various stages of their business cycle. FFS has been established to catalyze venture capital investments and is operationalized by Small Industries Development Bank of India (SIDBI), which provides capital to Securities and Exchange Board of India (SEBI)-registered Alternative Investment Funds (AIFs) which in turn invest in startups through equity and equity-linked instruments.
