Shri Eatala Rajender: Will the Minister of AYUSH be pleased to state: a) the number of Government Ayurveda Medical Colleges inspected by National Commission for Indian System of Medicine (NCISM) in the country during the last three years, State/UT-wise, especially in the Uttarakhand, Himachal Pradesh, Uttar Pradesh and West Bengal; b) whether it is a fact that the 100 year old Rishikul Government Ayurvedic College in Uttarakhand was inspected by the NCISM, if so, the details thereof; c) the details of the Bachelor of Ayurveda Medicine and Surgery (BAMS) professional- year exams date/month with result declaration date for BAMS batches (2021-22 onwards) till date by the Uttarakhand Ayurvedic University, BAMS batch-wise and year- wise along with the reasons for not following schedule of professional-year; d) the steps taken by the NCISM to ensure that schedule of exam calendar prescribed by NCISM is strictly followed by the Universities; e) the details of the funds, grants are allocated by the Union Government to State Government for promoting ayurvedic medicines during the said period, college-wise including Rishikul Government Ayurvedic College, Haridwar; and f) whether the Government is aware of the dilapidated condition of 100 year old Rishikul Government Ayurvedic College, Haridwar and if so, the details thereof along with the remedial steps taken/proposed to be taken by the Government? ANSWER THE MINISTER OF STATE (IC) MINISTRY OF AYUSH (SHRI PRATAPRAO JADHAV) (a) The State/UT-wise number of Government Ayurveda Medical Colleges inspected by National Commission for Indian System of Medicine (NCISM) in the country duringthe last three years, including Uttarakhand, Himachal Pradesh, Uttar Pradesh and West Bengal is annexed as Annexure-I. (b) The details of inspection by the NCISM in Rishikul Govt. P.G. Ayurvedic College & Hospital, Haridwar, Uttarakhand is annexed as Annexure-II. (c) The details of the Bachelor of Ayurveda Medicine and Surgery (BAMS) professional- year exams date/month with result declaration date for BAMS batches (2021-22 onwards) till date by the Uttarakhand Ayurvedic University, BAMS batch-wise and year-wise is annexed as Annexure-III. (d) NCISM has notified regulation namely National Commission for Indian System of Medicine (Minimum Standards of Undergraduate Ayurveda Education) Regulations- 2022 under NCISM Act, 2020, wherein, under Section 9 (E) provision stipulated that University, Institution and College shall prepare Academic Calendar of that particular batch in accordance with the template of tentative Academic Calendar provided in these regulations and the same shall be circulated to students and hosted in respective websites and followed accordingly. (e) & (f) Ministry of Ayush is implementing the Centrally Sponsored Scheme of National Ayush Mission (NAM) through State/UT Governments including Uttarakhand and supporting their efforts for overall development & promotion of Ayush system including Ayurveda in the country. Under NAM, grant-in-aid is being provided to the State /UT Governments against their proposals received through State Annual Action Plans (SAAPs) as per the provisions of NAM guidelines. Accordingly, State/UT Governments including Uttarakhand may avail financial assistance by submitting suitable proposals through SAAPs. Under NAM, as per proposal received from State Government of Uttarakhand total Grant in aid of Rs.17405.142 lakhs have been released as Central share from 2014-15 to 2024-25. The College-wise release grants to State Government of Uttarakhand including Rishikul Govt. P.G. Ayurvedic College & Hospital, Haridwar is annexed as Annexure-IV. With the view to fulfil the mandate of propagation of Ayush System of Healthcare, the Ministry implements a Central Sector Scheme for promotion of Information, Education and Communication (IEC). Under this Scheme, the Ministry organises National/State level Arogya Fairs, Yoga Fests/Utsavs, Ayurveda Parvs, celebrate important days, Participate in Health fairs/melas, Exhibitions etc., Provide financial assistance for organising seminars, workshops, conferences and conduct multimedia campaigns etc., to create awareness among citizens regarding Ayush systems of medicine including Ayurveda.
