**Policy Summary: Medium-Sized Biogas Plant Installation Program**
The Ministry of New and Renewable Energy (MNRE), Government of India, is implementing a Biogas Programme under the National Bioenergy Programme (01.04.2021 to 31.03.2026) to support the installation of medium-sized biogas plants (above 25 to 2,500 cubic meters of biogas generation capacity per day) for off-grid power and other applications.
The program provides Central Financial Assistance (CFA) for power generation and thermal applications, with ceilings varying based on capacity:
* **Power Generation:** CFA is provided per kW equivalent (kWeq), with amounts varying based on capacity ranges (3-50 kW, 50-200 kW, 200 kW-250 kW).
* **Thermal Applications:** CFA is provided per kW, with amounts varying based on capacity ranges (3-50 kW, 50-200 kW, 200 kW-250 kW).
* Administrative charges for Project Implementing Agencies (PIA) are provided for technical supervision, project completion/commissioning reports, and project monitoring.
Special incentives of 20% over and above the standard CFA are available for projects in the North Eastern Region (NER), Island regions, registered Gaushalas, and for projects benefiting Scheduled Castes/Scheduled Tribes (SC/ST).
During the last three years, a total of 36 medium-sized biogas plants have been installed under the Biogas Programme, with a total installed capacity of 3585.50 kW. The state-wise distribution is as follows: Haryana (1 plant, 43.75 kW), Karnataka (1 plant, 25.00 kW), Maharashtra (15 plants, 1267.50 kW), Punjab (3 plants, 45.75 kW), Tamil Nadu (7 plants, 1600.00 kW), Uttarakhand (1 plant, 10.00 kW), Uttar Pradesh (4 plants, 181.00 kW), West Bengal (1 plant, 37.50 kW), Odisha (2 plants, 175.00 kW), and Telangana (1 plant, 200.00 kW).

(a) & (b) The Ministry of New and Renewable Energy (MNRE) is supporting the installation
of medium-size biogas plants (ranging from above 25 to 2,500 cubic metres of biogas generation
capacity per day) under the Biogas Programme, which is a component of the National Bioenergy
Programme for a period 01.04.2021 to 31.03.2026. The Central Financial Assistance (CFA)
being provided by MNRE for supporting installation of medium size biogas plants in the country,
is given in Annexure- I.
(c) A total 36 number of medium size biogas plants have been installed under the Biogas
Programme of MNRE during the last three years. The details are given in Annexure- II.
