KAMLESH JANGDE SHRI MUKESH RAJPUT Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state: (a) the details of the current status, progress made and target set under Pradhan Mantri-Surya Ghar Muft Bijli Yojana (PM-SGMBY) along with the number of rooftop solar power systems installed under the yojana so far, State/UT/location and year-wise including Chhattisgarh, Maharashtra, Bihar, Uttar Pradesh, Odisha, Delhi, Karnataka, Madhya Pradesh and Rajasthan; (b) the details of the steps taken by the Government to assist the States which are lagging behind in achieving the targets; (c) the provisions made by the Government to ensure equitable access of benefits of rooftop solar power subsidy to the economically weaker households living in rural, remote and backward areas; (d) the details of the measures taken to strengthen the grid infrastructure to handle the rising volume of decentralised solar power generated under this yojana; (e) the share of installed renewable energy capacity in the total energy mix during the financial year 2024-25; and (f) the policy initiatives being taken to sustain and expedite the momentum of clean power generation across the country? ANSWER THE MINISTER OF NEW & RENEWABLE ENERGY AND CONSUMER AFFAIRS, & FOOD AND PUBLIC DISTRIBUTION (SHRI PRALHAD JOSHI) (a) to (f) A statement is laid on the table of the House. *****STATEMENT Statement referred to in reply to parts (a) to (f) of the Lok Sabha Starred Question No. 258 to be answered on 06.08.2025 regarding Installation of Rooftop Solar System under PM- SGMBY asked by Smt. Kamlesh Jangde and Shri Mukesh Rajput (a) & (b) The Ministry of New & Renewable Energy (MNRE) is implementing PM Surya Ghar: Muft Bijli Yojana (PMSG: MBY) across the country since February, 2024. The scheme targets to achieve rooftop solar installations in one crore households in the residential sector by 2026-27. The scheme is demand driven, wherein all residential consumers in the country having grid connected electricity connection of the local DISCOM can avail the benefits of the scheme by applying on the National Portal of the scheme. A total of 58,01,654 no of applications have been submitted on the National Portal and 16,50,969 no of households have been benefitted with rooftop solar installations under the scheme as on 31.07.2025. The state/UT and year wise details are given in Annexure I. Further, the Government has taken following measures to speed up the pace of rooftop solar installations under the scheme: • Online process from registration to disbursal of subsidy directly in to the bank account of the residential consumer through National Portal. • Availability of collateral free loan from nationalized banks at concessional interest rate of repo-rate plus 50 bps i.e. 6% per annum for the present with tenure of 10 years. • Simplified the regulatory approval process by waiving technical feasibility requirement and introducing auto load enhancement upto 10 kW. • Included RESCO /Utility led aggregation (ULA) Models. • Simplified process for registration of vendors to ensure sufficient and qualified vendors are available. • Capacity building and training programmes being conducted for creating skilled manpower.• Creating awareness about the scheme, through awareness and outreach program such as print advertising in leading newspapers, TV commercials campaigns, Radio campaigns across FM stations including regional channels, etc., in the country • Regular monitoring of the progress of the scheme at different levels including with states/DISCOMs. • Established grievance redressal mechanism for timely resolution of grievances. A Call Centre with telephone number 15555 is operational in 12 languages. (c): RESCO /Utility led aggregation (ULA) Model has been included in the PMSG: MBY enabling DISCOMs/ State Governments to support rooftop solar for economically weaker households living in rural, remote and backward areas. Further, in case of special category states/UTs including Uttarakhand, Himachal Pradesh, Jammu & Kashmir, Ladakh, States in the North East Region, Andaman & Nicobar Islands and Lakshadweep, the central financial assistance under the PMSG: MBY is 10% higher. (d): Under PMSG: MBY, the rooftop solar plants are installed for residential consumers at the consumption end and therefore, do not require strengthening of the grid infrastructure in general. (e): The cumulative installed Renewable Energy capacity in the country as on 31.03.2025 was 220.10 GW which had share of 46.32% in the total installed electricity capacity of 475.21 GW. However, as on 30th June, 2025 India has achieved target of having 50% of its cumulative electric power installed capacity from non-fossil fuel-based sources five years ahead of our global commitment. As per Central Electricity Authority (CEA) reports, India’s total installed electricity capacity stands at 484.82 GW, of which non-fossil fuel-based electricity capacity is 242.78 GW i.e. more than 50%. (f): The Government of India has taken several policy initiatives to sustain and expedite the momentum of clean power generation across the country. Green Energy Open Access is allowed to any consumer with contract demand of 100 kW or above through single or multiple single connection aggregating Hundred kW or more located in same electricity division of a distribution licensee. • Green Term Ahead Market (GTAM) has been launched to facilitate sale of Renewable Energy Power through exchanges. • Government has issued orders that power shall be dispatched against Letter of Credit (LC) or advance payment to ensure timely payment by distribution licensees to RE generators. *****
