Parliament Question: Installation of Rooftop Solar Systems on Government Offices

GOVERNMENT OF INDIA MINISTRY OF NEW AND RENEWABLE ENERGY LOK SABHA UNSTARRED QUESTION NO. 2920 ANSWERED ON 05.08.2026 INSTALLATION OF ROOFTOP SOLAR SYSTEMS ON GOVERNMENT OFFICES 2920. DR. M K VISHNU PRASAD Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state: (a) whether all Central Government offices have been directed to install rooftop solar systems; (b) if so, the number of Government buildings that have installed rooftop solar systems; (c) the estimated reduction in electricity expenditure achieved therefrom; (d) whether the Government proposes to make rooftop solar mandatory in all Government institutions; and (e) if so, the timeline fixed for achieving this objective? ANSWER THE MINISTER OF STATE FOR NEW & RENEWABLE ENERGY AND POWER (SHRI SHRIPAD YESSO NAIK) (a) to (e) Presently, there is no proposal to make installation of rooftop solar (RTS) mandatory in all Government institutions, however, the Ministry of New and Renewable Energy (MNRE) had requested all Central Government Ministries/Departments to issue necessary directions to all departments, office and institutions for utilisation of vacant rooftops of their buildings for installation of solar panels. All States/UTs have also been requested to issue necessary directions for installation of RTS systems on all buildings owned by them. Further, saturation of Government buildings by installation of RTS systems is one of the components of the PM Surya Ghar Muft Bijli Yojana (PMSG: MBY). Detailed guidelines in this regard providing various implementation models and allocating Central Public Sector Enterprises (CPSEs) with experience in deployment of renewable energy technologies to assist Central Ministries & States/UTs in deploying RTS systems on their buildings, have been issued. However, no Central Financial Assistance (CFA) is available for government buildings as installation of RTS systems is financially viable for them even without CFA. The Union Territories namely Chandigarh, Dadra Nagar Haveli and Daman & Diu, and Ladakh have reported saturation in solarisation of Government buildings with installation of RTS systems. MNRE has received Action Plans from the respective Ministries for solarisation of 41,972 Central Government buildings of which 24,376 buildings have been solarised with a cumulative installed capacity of about 854 MW as on 16.7.2026. Similarly, the States/UTs reported solarisation of 81,754 Government buildings with a cumulative installed capacity of about 1,447 MW. The reduction in electricity expenditure on installation of RTS systems will depend upon various factors including the applicable electricity tariff, cost of installation of RTS systems and solar power generated from the RTS systems. The same may vary for different Government buildings. *****
