GOVERNMENT OF INDIA MINISTRY OF MICRO, SMALL AND MEDIUM ENTERPRISES LOK SABHA UNSTARRED QUESTION NO. 1884 TO BE ANSWERED ON: 30.07.2026 INSTITUTIONAL CREDIT FOR MSMEs IN HIMACHAL PRADESH 1884. MS KANGNA RANAUT: Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state: (a) the total number of Micro, Small and Medium Enterprises (MSMEs) in Himachal Pradesh that have received institutional credit under various Union Government-supported schemes during the last three years, scheme-wise; (b) the total amount of credit sanctioned and disbursed to MSMEs in the above State under such schemes; (c) whether the Government has conducted any assessment regarding credit requirements, financing gaps and challenges faced by MSMEs, particularly those operating in hilly States and remote regions and if so, the details thereof; and (d) the measures taken to improve access to timely and affordable credit, promote financial inclusion and strengthen the growth of MSMEs in remote and mountainous regions of Himachal Pradesh? ANSWER MINISTER OF STATE FOR MICRO, SMALL AND MEDIUM ENTERPRISES (SUSHRI SHOBHA KARANDLAJE) (a) and (b): The Government implements various schemes to facilitate institutional credit for Micro, Small and Medium Enterprises (MSMEs) across the country, including Himachal Pradesh. The details of the financial assistance facilitated under the major schemes in the State of Himachal Pradesh during the last three years are given at Annexure. (c) and (d): As informed by Department of Financial Services (DFS), as per a survey conducted by Small Industries Development Bank of India (SIDBI) during 2025, 75% of respondents reported availing formal credit, 8% relied exclusively on informal credit sources, while 17% had not availed any form of credit. Further, Government has, inter-alia, taken various steps to improve formal credit penetration among Micro, Small and Medium Enterprises (MSMEs) across the country, including in Himachal Pradesh: i. Credit Guarantee Scheme (CGS) for Micro and Small Enterprises (MSEs) implemented through Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) to provide credit guarantee for loans extended to MSEs up to guarantee coverage of Rs. 10 crore.: 2 : ii. Prime Minister's Employment Generation Programme provides Margin Money subsidy up to 35%, for setting up of new micro enterprises, with project cost of Rs. 50 lakh for manufacturing and Rs. 20 lakh for services enterprises. Beneficiaries belonging to Special Categories such as Scheduled Caste/ Scheduled Tribe/ OBC/ Minorities/ Women, Ex- serviceman, physically handicapped, NER, Hill and Border areas etc. can avail margin money subsidy of 35% in rural areas and 25% in urban areas. iii. As informed by DFS, Pradhan Mantri Mudra Yojana (PMMY) was launched on 08.04.2015 to extend collateral free credit up to Rs.20 lakh by Member Lending Institutions. Any individual, who is otherwise eligible to take a loan and has a business plan for small business enterprise can avail loan under the scheme for income generating activities in the manufacturing, trading, service sectors including activities allied to agriculture. iv. As informed by State Level Bankers’ Committee for Himachal Pradesh, regular awareness campaigns are conducted in rural and tribal areas regarding available schemes and subsidies.
