Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state:
(a) whether the Government has strengthened district-level MSME institutional support through District Industries Centres (DICs) and capacity-building initiatives under schemes such as Raising and Accelerating MSME Performance (RAMP) during the last five years, particularly in backward and aspirational districts including those in Bihar;
(b) if so, the details of such institutional support, including manpower, financial assistance and services provided through DICs, State/UT-wise; and
(c) whether the Government has implemented women-specific MSME schemes, including Prime Minister’s Employment Generation Programme (PMEGP) and Trade Related Entrepreneurship Assistance and Development (TREAD), if so, the details thereof and the number of women beneficiaries, amount of subsidy/credit support provided and districts covered under these schemes during the last five years, State/UT-wise? (a) and (b): The purpose of Raising and Accelerating MSME Performance” (RAMP) programme is to strengthening Institutions and governance at the Centre and State, improving Centre-State linkages and partnerships, improving access to market and credit, addressing issues of delayed payments to improve overall MSME ecosystem. In addition, RAMP program targeted to scale up implementation capacity and MSME coverage in the States, and enhancing outreach of existing schemes of the Ministry. An Important component of RAMP programme is promoting Centre-State collaboration through preparation of Strategic Investment Plans (SIPs), in which all States/UTs, are invited. All thirty-six States/UTs have signed Letters of Undertaking with the Ministry and submitted Strategic Investment Plans (SIPs) which contains a roadmap for promotion and development of MSMEs in the State. A total of 398 proposals accounting of Rs.3211.75 Cr has been approved under the Scheme. These States have prepared detailed Implementation Plans and have started the implementation. Since the funds under the RAMP is
provided directly to the States/UTs, no financial assistance is provided through District Industries Centres (DICs).
(c): The Government has taken a number of initiatives to increase the participation of women entrepreneurs in the country. The details are given below:: 2 : i. Ministry of MSME implements Prime Minister’s Employment Generation Programme
(PMEGP) which is a credit-linked subsidy programme aimed at generating self- employment opportunities through establishment of micro-enterprises in the non-farm sector by helping traditional artisans and rural/urban unemployed youth. Out of the total PMEGP beneficiaries, 39% are women and they are provided higher subsidy (35%) vis- a-vis general category of micro enterprises (upto 25%). The state wise details of women beneficiaries, amount of subsidy/credit support provided is given at Annexure-I.
ii. To encourage entrepreneurship among women, Ministry of MSME implements ‘Skill Upgradation and Mahila Coir Yojana’ under Coir Vikas Yojana, which is an exclusive training programme aimed at skill development of women artisans engaged in the Coir sector.
iii. Participation of women entrepreneurs in trade fairs under Procurement and Marketing Support Scheme is subsidized to the extent of 100% vis-a-vis 80% for other entrepreneurs. iv. Ministry of MSME has launched ‘PM Vishwakarma’ Scheme on 17.09.2023, to provide a number of benefits to the traditional artisans and craftspeople including women, engaged in 18 trades.
v. The Ministry has launched awareness campaign ‘Yashasvini’ to create awareness about its schemes among existing and prospective women entrepreneurs to provide continuum of handholding and capacity building support.
