INTEGRATED INFRASTRUCTURE POLICY UNDER PMAY-G

Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) whether it is a fact that in BedyaBasti, Katoda, ArniTaluka,
Yavatmal District, Maharashtra, houses have been sanctioned
under the Pradhan MantriAwasYojana but beneficiaries are
unable to reside in them due to lack of water facilities, district-
wise;
(b) whether the Government is contemplating to formulate an
integrated infrastructure policy to address such situation;
(c) whether in BedyaBasti, Katoda, ArniTaluka, Yavatmal District,
Maharashtra, 47 families have got houses but basic amenities
such as water, roads and toilets are lacking;
(d) whether the Government is contemplating to fix accountability
of the concerned agencies for such incomplete implementation
of the scheme;
(e) whether the Government has a list of other beneficiary groups
in a similar situation as in Katoda village, Yavatmal district, if
so, the details thereof and whether the construction of houses
of beneficiaries is incomplete; and
(f) if so, the details thereof and mechanism in place to provide
funds or facilities urgently in such cases?

(a) to (d): The Ministry of Rural Development is implementing the
Pradhan Mantri Awaas Yojana - Gramin (PMAY-G) w.e.f. 1st April,
2016 to provide assistance to eligible rural households for the
construction of Pucca houses with basic amenities to achieve the
objective of "Housing for All" in rural areas. Under the PMAY-G, the
Page 1 of 3initial target was construction of 2.95 crore houses during FY 2016-
17 to 2023-24. The Government of India has approved the proposal
for implementation of the scheme for 5 more years during FY 2024-
25 to 2028-29 to provide assistance to 2 crore additional houses.
Under PMAY-G, there is no integrated infrastructure
policy. However, in case of landless beneficiary the State shall
ensure that the beneficiary is provided land from the government
land or any other land including public land (Panchayat common
land, community land or land belonging to other local authorities).
For the selected land, adequate infrastructure, viz., electricity, road
connectivity and availability of drinking water, solid & liquid waste
management facilities, may be ensured.
In addition to the unit assistance provided under the scheme,
assistance of Rs.12,000/- is also extended for construction of toilets
through convergence with Swachh Bharat Mission – Gramin (SBM-
G), Mahatma Gandhi National Rural Employment Guarantee Scheme
(MGNREGS) or any other dedicated source of funding. Further, it is
mandatory to provide support of 90/95 person days unskilled wage
employment at the current rates to a PMAY-G beneficiary for
construction of his /her house in convergence with MGNREGS. The
PMAY-G households are also provided piped drinking water,
Liquefied Petroleum Gas (LPG), renewable energy source and
building material is also provided through convergence with
different government programmes. Convergence under the scheme
also involves inclusion of women members of PMAY-G households
under the fold of Self Help Groups (SHGs) through NRLM to explore
better livelihood opportunities.
The state Government of Maharashtra has reported that all
PMAY-G beneficiaries are provided access to basic amenities such
as water and toilets including beneficiaries in Bedya Basti, Katoda,
Arni Taluka, Yavatmal District, Maharashtra. The Ministry allocates
the targets to the State/UT as a whole and District-wise/Block-
wise/Gram Panchayat wise targets are fixed by the State. The block
wise detail of targets allocated, houses sanctioned and houses
completed under PMAY-G in Yavatmal district of Maharashtra is at
Annexure.
(e) & (f): No such cases have been brought to the notice of this
Ministry.
