Parliament Question: Integration of SWAYAM and MOOCs in HEIs Curriculum

Selvaraj V: Will the Minister of EDUCATION be pleased to state: (a) whether it is a fact that the University Grants Commission (UGC) has urged the Higher Education Institutions (HEIs) and Universities to integrate Study Webs of Active-Learning for Young Aspiring Minds (SWAYAM) and other Massive Open Online Courses (MOOCs) into their curriculum in accordance with the NEP 2020; and (b) if so, the details thereof along with the response of the HEIs and Universities thereon? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (DR. SUKANTA MAJUMDAR) (a) to (b): The Government of India has framed the National Education Policy (NEP) 2020 with an aim to promote holistic, multidisciplinary, flexible and student-centric education. NEP 2020 promotes use and integration of technology in improving teaching, learning, evaluation processes, and enhancing educational access. In alignment with the vision of NEP 2020, the Ministry of Education is implementing the National Mission on Education through Information and Communication Technology (NMEICT). The scheme aims to leverage the potential of ICT, in all processes of education. Under the NMEICT scheme, with a view to democratise quality education, SWAYAM online platform has been launched to provide free access to courses from premier institutions. There have been more than 20,000 deliveries of courses on the platform, with cumulative enrolments exceeding 6 crores since its inception. Further, under the UGC (Credit Framework for Online Learning Courses through SWAYAM) Regulations, 2021, Higher Educational Institutions (HEIs) may offer up to 40% credits in a semester through SWAYAM. The Ministry of Education, in collaboration with the UGC, has institutionalised regular engagement with HEIs through periodic meetings, workshops, webinars and advisories to facilitate the adoption of credit framework for SWAYAM courses. As of July 2026, more than 450 universities have adopted the SWAYAM framework for credit transfer. *****
