GOVERNMENT OF INDIA MINISTRY OF MICRO, SMALL AND MEDIUM ENTERPRISES RAJYA SABHA UNSTARRED QUESTION NO. 287 TO BE ANSWERED ON: 02.02.2026 INTEREST SUBSIDIES, SOLAR-POWERED LOOMS, AND SUPPORT TO HANDLOOM UNITS UNDER ODOP-GEM 287. SMT. GEETA ALIAS CHANDRAPRABHA: Will the minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state: (a) the national progress of the UP MSME Policy 2025, including interest subsidies for technology upgradation and the adoption of solar-powered looms; (b) the implementation of the policy in the State of Uttar Pradesh, with details on support measures such as access to affordable credit, technology adoption incentives and observed benefits for handloom units, including increased productivity and market access; and (c) the benefits to Etawah’s and Auraiya’s handloom units from interest subsidies for solar- powered looms and the facilitation of e-commerce partnerships through the One District One Product - Government e Marketplace (ODOP-GeM)? ANSWER MINISTER OF STATE FOR MICRO, SMALL AND MEDIUM ENTERPRISES (SUSHRI SHOBHA KARANDLAJE) (a) and (b): As informed by Government of Uttar Pradesh, MSME Policy- 2022 is currently in operation. Under the Policy, benefits are provided in areas such as capital subsidy, interest subsidy, CGTMSE coverage and reimbursement of Employer’s contribution. As informed, Rs 135.08 Crore has been distributed to 173 industrial units so far. (c): As informed, the Ministry of Textiles administers the following schemes to support & promote handloom sector across the country including Uttar Pradesh: 1. National Handloom Development Programme; 2. Raw Material Supply Scheme; Under National Handloom Development Programme, financial assistance to eligible handloom agencies/workers is provided for procurement of upgraded looms & accessories (technology upgradation), solar lighting units, construction of workshed, product diversification, technical and common infrastructure, marketing of handloom products in domestic/overseas markets etc. Under Raw Material supply Scheme, the Ministry provides transport subsidy for transportation of yarn to the doorstep of the beneficiaries and 15% Price Subsidy on Cotton Hank yarn, Domestic Silk, Woollen & Linen yarn and blended yarn of natural fibres.: 2 : An e-commerce portal (https://www.indiahandmade.com/) has been launched to support weavers and artisans for online marketing of handloom products. In addition, handloom weavers have been onboarded on Government e-Market place to enable them to sell their products directly to various Government Departments and organizations. The Ministry of MSME also extends handholding support for market access to Micro and Small Enterprises across the country, including Uttar Pradesh, under Procurement and Marketing Support Scheme. As informed by GeM, ODOP GeM Bazar showcases indigenous products from various districts across India. There is a category named "Desi Ghee from Auraiya - ODOP" on GeM from Auraiya and a category named "Textile Products from Etawah - ODOP" on GeM from Etawah. Further, the total procurement made under all the ODOP categories available on GeM portal amounts to ₹111 crore. *****
