INTERNET CONNECTIVITY IN KERALA
3921. SHRI SHAFI PARAMBIL:
Will the Minister of COMMUNICATIONS be pleased to state:
(a) whether the Government has assessed the quality of mobile and internet connectivity in
Kerala particularly in hilly, coastal and rural areas and if so, the details thereof;
(b) the details of villages and habitations in Kerala still lacking adequate 4G/5G coverage;
(c) the details of funds allocated and utilised for improving telecom infrastructure in the State
during the last five years; and
(d) the steps taken/being taken to ensure reliable, affordable and high-speed digital connectivity
across Kerala?
ANSWER

(a): Telecom Regulatory Authority of India (TRAI) monitors the performance of service
providers against the benchmark of various Quality of Service (QoS) parameters, as prescribed in
QoS Regulation. As per Performance Monitoring Report published by TRAI for the month of June-
26, all Telecom Service Providers (TSPs) are meeting all QoS benchmarks for network related
parameters in the country including Kerala License Service Area.
(b): 4G/5G mobile connectivity is currently available across all 1438 villages in the State of
Kerala.
(c): An amount of Rs. 551.35 crore has been disbursed under various DBN Projects during last
five financial years (FY 2021-22 to 2025-26) in Kerala.
(d): Steps taken by the Government to ensure reliable, affordable and high-speed digital
connectivity across the country including Kerala:
i. Uncovered villages are being provided mobile connectivity under various Digital Bharat
Nidhi (DBN) schemes. In Kerala, 511 villages have been covered with 4G by installation
of 328 towers under various DBN funded mobile projects.
ii. To ensure better quality of service by TSPs, TRAI has prescribed more stringent
benchmarks for QoS parameters under the revised QoS Regulations namely “The Standards
of Quality of Service of Access (Wirelines and Wireless) and Broadband (Wireline and
Wireless) Service Regulations, 2024 (06 of 2024)’ on 02.08.2024.
iii. Notification of Telecommunications Right of Way (RoW) Rules and launch of PM
GatiShakti Sanchar portal has resulted in streamlining of RoW permissions and expeditious
clearance for installation of telecom infrastructure.
