Will the Minister of HOME AFFAIRS be pleased to state:
(a) whether the Government has taken cognizance of reports identifying Haryana as a key transit route for interstate narcotics trafficking between Punjab, Delhi, Rajasthan and hilly States;
(b) the quantity of narcotic drugs, including heroin, synthetic drugs and psychotropic substances, seized in Haryana during the last ten years, district-wise;
(c) the number of NDPS cases registered, persons arrested and amount of drugs seized in Haryana during the said period, district-wise;
(d) whether the Narcotics Control Bureau has identified any major trafficking corridors, highway routes or organized interstate drug networks operating through Haryana; and
(e) the steps taken by the Government to strengthen anti-narcotics surveillance, interstate coordination and monitoring along major transport corridors in Haryana? ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI NITYANAND RAI)
(a) The issue of interstate narcotics trafficking is continuously monitored through intelligence gathering, operational surveillance and inter-agency-2- L.S.US.Q.NO. 2674 FOR 04.08.2026 coordination by Narcotics Control Bureau (NCB), Haryana State Narcotics Control Bureau and other Central and State enforcement agencies. The evolving trends of illicit narcotic drug trafficking, including the use of various interstate routes passing through Haryana, are regularly assessed. However, no State can be categorized as a permanent transit route, as trafficking patterns remain dynamic and are continuously evaluated based on intelligence inputs and enforcement actions. The issue is also reviewed through the Narco-Coordination Centre (NCORD) mechanism and actionable intelligence is shared with the concerned enforcement agencies for coordinated action under the Narcotic Drugs and Psychotropic Substances
(NDPS) Act.
(b)&(c) National Crime Records Bureau (NCRB) has started collecting detailed data of drug-wise seizure since 2017. However, the Bureau does not collect district-wise data on the seizure of drugs and persons arrested. As per latest data published by NCRB pertaining to the year 2024; quantity of narcotic drugs, including heroin, synthetic drugs and psychotropic substances, seized in Haryana during 2017 to 2024 is at Annexure-I and district-wise cases registered under NDPS Act in Haryana during 2015 to 2024 is at Annexure-II.-3- L.S.US.Q.NO. 2674 FOR 04.08.2026
(d) NCB continuously analyses intelligence inputs to identify and dismantle organized drug trafficking networks. Traffickers frequently change their routes and modus operandi to evade detection. Actionable intelligence is regularly shared with the concerned State Anti-Narcotics Task Forces
(ANTFs) for coordinated enforcement action. Further, on 23.02.2026, a meeting under the chairmanship of the Deputy Director General (NWR), NCB was held with representatives of the ANTFs/ State Crime Record Bureau
(SCRBs) of Haryana, Himachal Pradesh, Punjab, Chandigarh and Jammu & Kashmir along with concerned Central agencies, to identify narco-hotspots, entry/exit points, trafficking routes and drug trafficking groups/gangs. During the meeting, emphasis was laid on district-wise mapping of narco-hotspots and trafficking routes, identification of organized drug trafficking networks and strengthening intelligence-based surveillance.
(e) Government has taken various steps to strengthen anti-narcotics surveillance, interstate coordination and monitoring in the Country including State of Haryana, some of which are as under: -
(i) Established a 4-tier (Apex and Executive Committee at Central level and State and District level Committee at the State level) Narco-Coordination Centre (NCORD) mechanism for ensuring better coordination between-4- L.S.US.Q.NO. 2674 FOR 04.08.2026 Central & State Drug Law Enforcement Agencies and other stakeholders in the field of controlling drug trafficking and drug abuse in India. During the year 2025, 2 State Level NCORD Meetings and in 2026 (till 31.05.2026), 1 State Level NCORD meetings were held in the State of Haryana. During the year 2025, a total of 234 District Level NCORD Meetings were conducted in the districts of Haryana and 103 District Level NCORD Meetings have been conducted during the year 2026 (till 24.07.2026).
(ii) The NCORD Portal, developed by NCB, serves as a comprehensive gateway and Knowledge Management System for all stakeholders from district to central levels.
(iii) National Integrated Database on Arrested Narco-Offenders (NIDAAN), hosted at the Inter-operable Criminal Justice System (ICJS) platform, offers an integrated database of all arrested NDPS offenders for use by NCB, National Investigation Agency (NIA), State Police, and other agencies to aid proactive policing and investigations.
(iv) Joint Coordination Committee (JCC) meetings are held regularly in which all relevant Central and State agencies participate, to discuss investigation of important narcotics cases in the State. Till date 04 State Level Joint Coordination Sub Committee meetings for the State of Haryana-5- L.S.US.Q.NO. 2674 FOR 04.08.2026 & other adjoining States /UT’s have been held by NCB for better Inter-Agency Coordination.
(v) Regular intelligence is being shared among NCB, Haryana Police and other Drug Law Enforcement Agencies (DLEAs) through the NCORD and Multi-Agency Centre (MAC/SMAC) mechanisms. Further, joint operations are conducted by the Haryana State Narcotics Control Bureau, Haryana and NCB for effective enforcement action against drug trafficking.
(vi) Financial investigations conducted by all DLEAs led to freezing/seizure of assets worth Rs. 14.33 crore in 98 cases in Haryana during 2025 and assets worth Rs. 6.54 crore in 40 cases during 2026 (till May).
(vii) NCB, shared a list of habitual narcotics offenders operating in Haryana with the Haryana State Narcotics Control Bureau. The DLEAs have effectively utilized the provisions of the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances (PITNDPS) Act and invoked detention orders against 75 habitual drug offenders in Haryana during 2025 and 10 during 2026 (till June).
