IRREGULARITIES UNDER PMGSY

Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) whether the Government has received any complaint regarding
irregularities in the quality of roads constructed or possible
manipulation in the works under the Pradhan Mantri Gram
SadakYojana (PMGSY) in the BharatpurLokSabha Constituency;
(b) if so, the number of such complaints received and the number
of complaints investigated so far out of the said complaints
along with the action taken thereon, State-wise;
(c) whether the Government proposes to check the quality of
roads by any independent agency or technical audit team in
Bharatpur region;
(d) if so, the likely time schedule fixed in this regard; and
(e) whether the Government contemplating proposes to set up any
special monitoring mechanism in the future to ensure
transparency and accountability in the implementation of the
said scheme in future?

(a) to (e): Yes. One complaint regarding works under the Pradhan
Mantri Gram SadakYojana (PMGSY) in Bharatpur district of
Rajasthan has been received from the LokSabha Secretariat by the
Ministry recently. The complaint was investigated by a team of
National Quality Monitors (NQMs) in June 2025. Out of 4 road works
inspected by the team in Bharatpur District, 3 road works were
reported as "satisfactory" and 1 maintenance work was reported as
"unsatisfactory". The State Government of Rajasthan has been

"Rural roads" is a State subject, and construction and
maintenance of roads under PMGSY are the responsibilities of the
respective State/UT Governments. Under PMGSY, there is already a
well-structured three-tier Quality Assurance Mechanism for ensuring
the construction of quality and durability of road assets. Under the
first tier, the Programme Implementation Units (PIUs) are required
to ensure process control through mandatory tests on material and
workmanship at the field laboratory. The second tier is a structured
independent quality monitoring at the State level through State
Quality Monitors (SQMs) to ensure that every work is inspected at
the initial stage, intermediate stage and final stage of the
construction. Under the third tier, which is at the national level,
independent National Quality Monitors (NQMs) are deployed for
inspection of road works on a random basis to monitor quality and
also to provide guidance from senior professionals to the field
functionaries.
Complaints received regarding PMGSY works are taken up
with the concerned State Governments and also inquired by Ministry
officials and NQMs, if required. Based on the periodic monitoring of
the quality of roads under the 3-tier mechanism, corrective
measures, wherever necessary, are required to be taken by the
State Governments. At present, there is no pending request
regarding Bharatpur district in the Ministry. The inspection reports

In addition to the above, implementation of PMGSY is regularly
reviewed by the Ministry by way of Regional Review Meetings
(RRMs), Performance Review Committee (PRC) Meetings, and Pre-
Empowered/ Empowered Committee Meetings with the States.
Special review meetings/monthly review meetings are also held by
the Secretary/ Additional Secretary/Joint Secretary, Ministry of
Rural Development, with Chief Secretaries/Principal Secretaries of
the States to take stock of the progress of the scheme, including
quality and maintenance aspects. The implementation of all
sanctioned works, including their maintenance, is regularly
monitored through an online programme, Monitoring Information
System named Online Management, Monitoring and Accounting
System (OMMAS) on real real-time basis.
