Parliament Question: Irrigation and Flood Management Projects in Bihar

GOVERNMENT OF INDIA MINISTRY OF JAL SHAKTI DEPARTMENT OF WATER RESOURCES, RIVER DEVELOPMENT & GANGA REJUVENATION LOK SABHA UNSTARRED QUESTION NO. 3380 ANSWERED ON 12.03.2026 IRRIGATION AND FLOOD MANAGEMENT PROJECTS IN BIHAR †3380. SHRI RAJESH RANJAN: Will the Minister of JAL SHAKTI be pleased to state: (a) the details of major and medium irrigation and flood management projects approved in Bihar under the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) and Accelerated Irrigation Benefit Programme (AIBP), district-wise; (b) the original timeline, current status and irrigation potential created for these projects along with details of delayed projects and the reasons therefor; (c) the details of funds approved, released and spent for these projects during the last five years, project- wise; (d) the details of the monitoring and review mechanism adopted by the Government to remove delays and to ensure timely completion of irrigation projects in view of the recurring flood and drought conditions in the State; and (e) the details of the steps taken to expedite the completion of pending irrigation and flood management projects and to strengthen climate-resilient irrigation infrastructure in Bihar? ANSWER THE MINISTER OF STATE FOR JAL SHAKTI (SHRI RAJ BHUSHAN CHOUDHARY) (a) to (c) Ninety-Nine (99) ongoing Major/Medium Irrigation projects (and 7 phases) with pari-passu command area development in 88 projects were identified and included under PMKSY during 2016-17. Out of them, two projects of Bihar, namely Durgawati Project benefiting Rohtas & Kaimur districts and Punpun Barrage Project benefiting Patna, Arwal & Jehanabad district were included under Pradhan Mantri Krishi Sinchayee Yojana-Accelerated Irrigation Benefits Programme (PMKSY-AIBP) with pari-passu command area development in Durgawati Project under Pradhan Mantri Krishi Sinchayee Yojana-Command Area Development and Water Management (PMKSY-CAD&WM). Further, Nineteen (19) major and medium irrigation projects have been taken up for funding under PMKSY-AIBP after approval of implementation of PMKSY for the period of 2021-26. Out of them two projects, namely Kosi–Mechi Intra-State Link benefiting Araria, Purnea, Kishanganj & Katihar district and North Koel Project benefiting Aurangabad, Gaya, Palamau & Garhwa district of Bihar. The project-wise details are given at Annexure. (d) & (e) In order to remove the delay and to ensure timely completion of these projects, the Ministry and the State Government undertake project-wise periodic reviews meetings to monitor physical and financial progress of the projects. Issues and bottlenecks under the projects are flagged over Project Monitoring Group (PMG) portal and resolved in PMG review meetings. Further, Govt monitors these projects through a dedicated dashboard, backed with a management information system maintained by DoWR, RD & GR.
