Issuance of APAAR ID for Board Examination

Will the Minister of EDUCATION be pleased to state:
(a) whether the Government is aware that while the Academic Bank of Credits/Automated Permanent
Academic Account Registry (APAAR) number for children is stated to be voluntary, the Central Board of
Secondary Education has issued instructions to Central Board of Secondary Education (CBSE)-affiliated
schools to ensure 100 per cent generation of APAAR numbers and has indicated that APAAR may be made
mandatory for appearing in Board examinations, if so, the details thereof;
(b) whether the Government is aware that a number of children have been unable to obtain APAAR numbers
due to discrepancies in demographic details between UDISE and Aadhaar databases, despite no fault on the
part of the children and if so, the details thereof;
(c) the total number of children with and without APAAR numbers in Government schools at the elementary
and secondary levels, State/UT-wise; and
(d) whether it is fact that the rationale for generating APAAR numbers for children in addition to Aadhaar
and the safeguards in place to ensure voluntariness and prevent exclusion of students from educational
opportunities and if so, the details thereof?

(a) to (d): The Ministry of Education has launched the Academic Bank of Credits (ABC) Scheme on 29th
July 2021 to create a unique id for seamless interaction amongst the stakeholders of the education ecosystem
in alignment with National Education Policy (NEP) 2020 and One Nation One Student ID Programme.
This scheme aims to facilitate flexibility of curriculum framework, multiple entry multiple exits,
interoperable academic repository, interdisciplinary mobility of the students with appropriate “Credit
transfer”, enabling visibility into student’s progress and targeted decision-making at multiple levels. APAAR
ID is designed to accumulate credits awarded from School Education, Higher Education as well as Skill
Institutions. Detailed process for enrolment for students/learners and institutions are available on
https://www.abc.gov.in. All State/UT Governments have been communicated with the process to be
followed for enrolment of the students along with the role of the parents in this process.
The generation of APAAR ID is voluntary in nature and is based on informed consent of the
student/parent/guardian. As per the guidelines available on the APAAR Portal, explicit consent is required
prior to creation of an APAAR ID. In case of technical issues such as discrepancies between UDISE and
Aadhaar data, States/UTs and schools have been advised to facilitate data correction mechanisms and
necessary technical support is being provided to resolve such issues.
The Central Board of Secondary Education (CBSE) has issued various circulars to schools that are
advisory in nature and encourages adoption for better integration of student records. CBSE has reiterated that
APAAR ID for students aims to create a seamless, lifelong identity for every student promoting
transparency, accountability and efficiency in academic record management. Accordingly, CBSE has
directed CBSE affiliated schools in India to link registration of Class IX/XI with APAAR ID. However,
CBSE has not mandated APAAR ID for appearing in Board Examinations and is also not excluding any
child from its examinations due to the lack of APAAR ID. Data regarding State/UT wise total number of
students in government schools with APAAR ID has been annexed.
Data Security and Privacy guidelines prescribed by the Ministry of Electronics and Information
Technology (MeitY) have been followed to ensure safety and privacy of data. The Government continues to
work with States/UTs and stakeholders to ensure that implementation remains inclusive, non-coercive and
student-centric.
