Shri Pradeep Purohit: Will the Minister of EDUCATION be pleased to state: (a) the details of criteria and guidelines fixed by the Government for selection and inclusion of schools under the PM SHRI (PM Schools for Rising India) Scheme in the State of Odisha; (b) the total amount of funds allocated and released by the Central Government for PM SHRI Schools in Odisha during the last three years and the current year; (c) the details of schools selected under the PM SHRI Scheme in Odisha, district-wise; and (d) the details of infrastructure, academic and technological facilities proposed to be developed or upgraded in schools selected under the scheme? ANSWER MINISTER OF EDUCATION (SHRI DHARMENDRA PRADHAN) (a) to (d): A statement is laid on the table of the House.STATEMENT REFERRED TO IN REPLY TO PARTS (a) to (d) OF THE LOK SABHA STARRED QUESTION NO. 506 ANSWERED ON 30.03.2026 ASKED BY SHRI PRADEEP PUROHIT, HON’BLE MEMBER OF PARLIAMENT REGARDING “PM SHRI SCHOOLS IN ODISHA” (a): Pradhan Mantri Schools for Rising India (PM SHRI) is a centrally sponsored scheme which aims to strengthen more than 14,500 schools from amongst the existing schools managed by Central Government/State/UT Government/local bodies. The criteria adopted by the Government for selecting the schools under the PM SHRI scheme are provided under “Selection Methodology” of the PM SHRI Framework, available at the link: https://pmshri.education.gov.in/assets/pdf/part1_pmshri.pdf. (b): The PM SHRI scheme was approved on 7th September, 2022 and the State of Odisha signed the Memorandum of Understanding (MoU) to implement the scheme in FY 2024-25. The details of funds allocated and released to the State of Odisha under the PM SHRI scheme since its onboarding is as follows: (₹ in crore) Central Share of Financial Year Approved PAB Total Central Share Approved PAB (FY) outlay Released outlay 2024-25 435.03 261.02 130.51 77.17 (till 2025-26 851.99 511.19 25.03.2026) Note- Outlay funds include Committed Liability. (c): Under the PM SHRI scheme, a total of 762 schools have been selected as PM SHRI schools till 25.03.2026 from the State of Odisha out of which 26 schools are elementary, 662 schools are secondary and 74 schools are senior secondary. Additionally, 78 Central Government schools (46 Kendriya Vidyalayas, 31 Navodaya Vidyalayas, and 1 NCERT) located in Odisha have also been selected as PM SHRI schools. The district-wise number of these 840 PM SHRI schools selected under PM SHRI scheme in the state of Odisha is attached as Annexure. (d): In alignment with the National Education Policy, 2020, PM SHRI scheme has a provision to saturate these PM SHRI schools with 21 NEP components such as computer lab/ICT lab/smart classrooms, library with good furniture, internet facility, vocational skill education, guidance and career counselling, fully equipped integrated science lab/physicslab/chemistry lab/biology lab, playground with well-equipped sports facilities, school innovation council, youth and eco club for mission life, Building as Learning Aid (BaLa) features and jaadui pitara for primary school children, 10 bagless days for students, child tracking software for tracking the children attendance, fully functioning handwashing facility and toilets, green school features etc. These PM SHRI schools are to showcase all the initiatives of National Education Policy (NEP) 2020, be the exemplar schools, and also offer benchmarking leadership to other schools in the neighbourhood. To improve infrastructure, PM SHRI schools across the country are saturated with components such as BaLa feature, jaadui pitara, child friendly furniture, outdoor play materials, additional class room etc. in primary and elementary schools and furniture, fully equipped integrated science lab/physics lab/chemistry lab/ biology lab, smart classrooms, computer lab/ ICT Lab, skill lab, playground with well- equipped sports facilities additional class room etc. for secondary and senior secondary schools. Further, PM SHRI scheme envisages to improve academic and technological facilities by transforming teaching-learning processes in line with NEP 2020 through experiential, competency-based, and learner-centric pedagogy. Emphasis is laid on foundational literacy and numeracy, Learning Enhancement Programmes, use of innovative pedagogies, bagless days, internships with local artisans, and integration of arts, sports, and vocational education to ensure holistic development. Assessment practices such as competency-based evaluation and Holistic Progress Cards focus on conceptual understanding and application of knowledge in real-life situations. Continuous professional development and capacity building of teachers and school principals/headmasters, along with availability of enriched teaching-learning materials and digital resources, further strengthen classroom practices. Additionally, PM SHRI scheme also has a provision to improve digital infrastructure in PM SHRI schools by establishing ICT labs, smart classrooms, computer labs, internet facility and digital libraries along with digital educational content.
