be pleased to state:
(a) whether the Government is aware that farmers in Haryana face difficulties in selling their
crops during Government procurement due to portal failures, technical glitches, and
registration-related issues;
(b) if so, the details thereof regarding the number of such complaints, their resolution, and the
steps taken to enhance the reliability of the portal during the last two years in coordination with
the State Government;
(c) the policy adopted by the Central Government regarding agricultural loan waivers during
the last two years, and the total amount of agricultural loans waived at the central level during
the said period;
(d) if no loan waiver scheme has been implemented, the alternative measures being taken by
the Government to provide loan relief and financial assistance to farmers; and
(e) the details of the total amount of loan waived, along with the details of the beneficiaries and
the amount involved for the State of Haryana and Hisar parliamentary Constituency?

(a) & (b): As reported by Government of Haryana, the procurement has been implemented
through the eKharid portal since 2020. The procurement process is robust, efficient, and has
been functioning smoothly. No significant technical issues were encountered during
procurement operations. Minor technical glitch is a part of every online process which were
resolved promptly through the dedicated State Helpdesk and technical support teams to
ensure the smooth conduct of procurement operations.
(c) to (e): The Department has taken calibrated, long-term structural measures to protect
farmers from financial stress. Timely and adequate institutional credit is provided through the
Kisan Credit Card (KCC) under the Modified Interest Subvention Scheme (MISS), under which
crop loans up to ₹3 lakh are available at subsidized interest rates with additional incentives for
timely repayment. Investment support is provided through the Agriculture Infrastructure Fund
(AIF). The Government also fixes progressively higher agricultural credit targets every year
and ensures adequate flow of credit to agriculture under the Priority Sector Lending guidelines
issued by the Reserve Bank of India (RBI). The collateral-free limit for short-term agricultural
loans, including allied activities, has been enhanced from ₹1.60 lakh to ₹2.00 lakh. Farmers
are also supported through crop insurance under the Pradhan Mantri Fasal Bima Yojana
(PMFBY) and direct cash transfer to land holding farmers through the Pradhan Mantri Kisan
Samman Nidhi (PM-KISAN).
