Parliament Question: ITIs Functioning under the CTS

GOVERNMENT OF INDIA MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP LOK SABHA UNSTARRED QUESTION 3654 ANSWERED ON 11.08.2025 ITIs FUNCTIONING UNDER THE CTS 3654. SHRI C N ANNADURAI: SHRI NAVASKANI K: SHRI SELVAM G: Will the MINISTER OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) the number of Government and Private Industrial Training Institutes (ITIs) functioning under the Craftsmen Training Scheme (CTS) in Tamil Nadu, district-wise; (b) the total number of trainees enrolled under the CTS in Tamil Nadu during the last five years, year and trade-wise; (c) whether the Government has any proposal to upgrade or modernize existing ITIs under CTS in Tamil Nadu and if so, the details thereof including funding and timelines; (d) whether the Government has taken measures to extend the benefits of the said Scheme to backward and underdeveloped districts of Tamil Nadu; (e) whether there is any financial or academic support being provided to SC, ST, OBC and economically weaker section students enrolled in CTS courses in Tamil Nadu; and (f) the steps taken/being taken by the Government to increase awareness and participation of students from rural and marginalized communities in Tamil Nadu under the CTS? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) The Directorate General of Training (DGT), under the aegis of Ministry of Skill Development and Entrepreneurship (MSDE) implements the Craftsmen Training Scheme (CTS) through a country wide network of Industrial Training Institutes (ITIs) for skilling the youth of the country. At present, there are 14,615 ITIs established in the country, out of which, 3,316 are Government ITIs and 11,299 are Private ITIs. In the State of Tamil Nadu, a total of 456 ITIs are established, out of which 93 are Government ITIs and 363 are Private ITIs. District-wise number of ITIs in Tamil Nadu State are at Annexure-1. (b) A total of 1,67,481 trainees have been enrolled in ITIs under CTS in Tamil Nadu from the academic sessions 2020-21 onwards and upto 2024-25. Trade-wise, year-wise enrolment in ITIs under CTS in Tamil Nadu State from academic sessions 2020-21 to 2024-25 are at Annexure-2.(c) The Cabinet has approved National Scheme for Upgradation of ITIs and setting up National Centres of Excellence (NCOEs) for skilling, at an estimated cost of ₹60,000 crore (Central Share: ₹30,000 crore, State Share: ₹20,000 crore, and Industry Share: ₹10,000 crore). The scheme aims to upgrade 1,000 ITIs through hub-and-spoke arrangements across the country including the state of Tamil Nadu. Under the scheme, course content and design will be aligned with industry skill needs with a focus to introduce new courses to address emerging areas, with the objective of creating a future- ready skilled workforce to meet the dynamic needs of India’s economy and boost industrial productivity. Apart from this, several state governments including Tamil Nadu have collaborated with industries to transform the Government ITIs into technology centres / hubs with modern infrastructure and training facilities to meet the industry 4.0 standards. These collaborations aim to equip Government ITIs with cutting-edge technology and industry- aligned curriculum to bridge the skill gap and prepare students for the demands of the evolving industrial landscape. (d) The CTS is being implemented in the ITIs across all the districts of Tamil Nadu State, including the backward and underdeveloped districts. Out of the total 456 ITIs in the State, 410 ITIs are located in rural areas. Further, the DGT also provides relaxation in the affiliation norms; specifically, in terms of the minimum land area required and the minimum number of trades required for the establishment of new ITIs in unserved areas at the block/municipality level. (e) The financial control and day-to-day administration of ITIs fall under the jurisdiction of the respective State Governments and Union Territory Administrations, while policy matters such as setting the criteria for affiliation, conducting examinations, issuing certifications, and designing curricula are the responsibilities of the Central Government. MSDE does not provide any financial support to the ITI trainees. However, the State of Tamil Nadu, provides stipends to all students undergoing training in the Government ITIs of Tamil Nadu, including those belonging to SC, ST, OBC, and economically weaker sections through its own initiatives. (f) The State Skill Development & Entrepreneurship Committees (SSDECs) have been constituted at the State/UT level, including in Tamil Nadu, to promote awareness about skill training in ITIs through career awareness programmes in schools, along with mass outreach efforts through FM radio, print media, block-level offices, and local community engagement in rural areas.
