SHRI RATANJIT PRATAP NARAIN SINGH Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) the status of the upgradation of Government Industrial Training Institutes (ITIs) in Kushinagar and Padrauna; (b) the details of the new trades introduced in these ITIs relevant to the local economy; (c) the status of the industry linkage and on-the-job training provided to the students; (d) the measures taken to improve the infrastructure and tools availability in the ITIs; and (e) Government's initiative to encourage girls' enrolment in technical trades? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) to (d): The Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM SETU) scheme aims to enhance the overall quality and relevance of vocational training in the country. The Scheme has a total outlay of Rs. 60,000 crore (Central Share – Rs. 30,000 crore, State Share – Rs. 20,000 crore and Industry Share – Rs. 10,000 crore). The scheme comprises of two components: i. Component I – Upgradation of 1,000 Government ITIs (200 Hub ITIs and 800 Spoke ITIs) in a Hub and Spoke model wherein upgradation includes smart classrooms, modern labs, digital content, and new courses aligned to industry needs. ii. Component II – Capacity Augmentation of five NSTIs located in Bhubaneswar, Chennai, Hyderabad, Kanpur, and Ludhiana, including setting-up sector-specific National Centres of Excellence for skilling, with focus on advanced training of trainers with global partnership. Under PM-SETU, the selection of ITIs for upgradation is undertaken by the respective State/UT Governments in consultation with industry partners to ensure alignment with local industrial potential and emerging skill requirements. Hub-and-Spoke ITI clusters are finalized for financial assistance based on proposals submitted by States/UTs and the response of industry partners. Under the pilot phase of PM-SETU scheme the Government of Uttar Pradesh has identified four (4) clusters with Hub ITIs in districts of Kanpur, Meerut, Lucknow and Muzaffarnagar. Further, DGT has introduced 31 new age courses under Craftsmen Training Scheme (CTS). List of these new age courses are given in Annexure-I. The State government can adopt these courses in ITIs, as ITIs are under administrative and financial control of the State governments. Further, ITI Trainees are also required to undergo mandatory 150 hours of On the Job Training (OJT) under Craftsmen Training Scheme (CTS) course.The industry partners engaged under the Hub-and-Spoke clusters are expected to play a key role in strengthening industry linkage, including curriculum inputs, provision of modern equipment, apprenticeships and on-the-job training opportunities for trainees, thereby improving employability outcomes. In addition, the scheme supports infrastructure strengthening, including modernization of training equipment, establishment of advanced laboratories, digital learning platforms, and improvement in workshop facilities to ensure availability of tools and training resources in upgraded ITIs. (e) Directorate General of Training (DGT) under the aegis of Ministry of Skill Development and Entrepreneurship imparts vocational training through the Craftsmen Training Scheme (CTS) in 169 NSQF-compliant trades through a network of Industrial Training Institutes (ITIs) and National Skill Training Institutes (NSTIs) across the country. Courses such as Dress Making, Sewing Technology, Surface Ornamentation Techniques (Embroidery), Computer Aided Embroidery and Designing, Fashion Design and Technology, Cosmetology, and Spa Therapy have witnessed good participation from women. To enhance participation of women in vocational training, the Government has taken several measures. The entry qualification for trades such as Dress Making, Sewing Technology and Surface Ornamentation Techniques (Embroidery) has been revised from 10th pass to 8th pass to improve accessibility. Further, 30% reservation of seats for women candidates has been approved in all ITIs (Government and Private), to be filled as per the reservation policy of the respective State/UT. As a result, the enrollment of women in ITIs are gradually increasing. In addition, the Employability Skills curriculum under CTS has been revised to strengthen soft skills, communication skills, digital literacy, entrepreneurship, and financial literacy to improve employability and entrepreneurial opportunities for trainees including women.
