Will the PRIME MINISTER be pleased to state:-
(a) the present status of the Jaitapur Nuclear Power Plant Project;
(b) whether any confidence-building measures such as public hearings, transparency in environmental impact assessment and livelihood assurance programmes have been initiated or proposed for farmers, fishing communities and local stakeholders affected by the said project and if so, the details thereof;
(c) whether alternative sites in Maharashtra have been explored in view of continued local opposition;
(d) if so, the details of site selection studies, geological/seismic criteria along with the present status thereof;
(e) whether there is any proposal to enhance compensation and rehabilitation packages for project affected persons and if so, the details of funds approved, disbursed and pending along with the additional benefits such as skill training and alternative land; and
(f) the details of monitoring mechanisms, fishermen support schemes and ecological restoration measures for protection of marine ecology, fisheries resources and coastal biodiversity conservation? (a) Presently discussions are in progress with the French side to arrive at a viable project proposal.
(b) Yes. The comprehensive Environmental Impact Assessment (EIA) report of the project was placed in the public domain and public hearing was also held in line with the requirements of EIA Notification 2006. The apprehensions in a section of the people about safety of the site & plant, issues related to Rehabilitation, and fears of loss of traditional means of livelihood like fishing and horticulture, have been addressed through structured public awareness programmes, including in local language and adopting a multipronged approach in a credible manner.(c)&(d) Department has not received any proposal for alternate site from the State Government.
(e) The compensation and rehabilitation package was worked out in consultation with the state government and NPCIL has deposited the amount arrived at by state government in this context. Presently there is no proposal to enhance the same. As per the R&R package, compensation for land totaling to Rs.14.77 crore as per the then prevailing provisions of Maharashtra state R&R policy was deposited by NPCIL in 2010.
Maharashtra Government in 2013 announced an additional compensation (ex gratia) of Rs. 22.5 lakh per hectare for all categories of land acquired. The total ex gratia, amounting to Rs. 211 crore was deposited by NPCIL with state authorities. NPCIL also signed an agreement on Rehabilitation Package with the Maharashtra Government on October 16, 2010.
(f) A Biodiversity Conservation Plan and Special Plan for Fisheries has been formulated as part of the compliance to environmental clearance for the project and the same is accepted by MoEF&CC. *****
