Will the Minister of JAL SHAKTI be pleased to state:
(a) the total funds allocated, released and utilised under the Jal Jeevan Mission (JJM) in Maharashtra
noting that the State has reportedly spent Rupees 5,000 crores;
(b) the details of the official complaints received from Maharashtra during the last three years
regarding irregularities including mismanagement, delayed execution or quality issues under the
Mission;
(c) whether the Government has verified the accuracy of data uploaded by States on the JJM IMIS
portal in light of concerns raised regarding real progress, water quality and upkeep of infrastructure
and if so, the details thereof; and
(d) the steps taken/proposed to be taken by the Government to ensure timely completion of works,
proper verification of data, quality of water supply and disbursement of sanitation incentives in rural
areas of Maharashtra?

(a) to (d) Drinking water is a State subject. The power to plan, design, approve and implement
drinking water supply schemes/projects lies with State Government. Government of India, in
partnership with States/UTs is implementing Jal Jeevan Mission, since August, 2019, to make
provision of tap water supply to every rural household. Under Jal Jeevan Mission (JJM), the
Department of Drinking Water and Sanitation provides financial, policy guidance and technical
assistance to the States and Union Territories for implementing their drinking water supply
schemes.
Further, grievances/ complaints etc. are vested in respective State/ UT and are handled/ disposed
at State/ UT level. Accordingly, all grievances/ complaints inter alia including irregularities in the
implementation, corruption cases and misuse of funds under this scheme, received so far during
last three years in this Department have been forwarded to the respective State Government
including Maharashtra for taking necessary action.

The Mission is being implemented as per approved guidelines and extant financial rules, ensuring
transparency, accountability, and community participation The Government of India has taken
several steps to strengthen the planning and implementation of JJM across the country, including
Maharashtra. These steps include joint discussions and finalization of Annual Action Plans (AAPs)
with States/UTs, regular reviews of implementation, organization of
workshops/conferences/webinars for capacity building and knowledge sharing, and field visits by
multi-disciplinary teams to provide technical support.
For real-time and transparent monitoring, the JJM–Integrated Management Information System
(IMIS) and JJM–Dashboard have been developed whereby the information on the progress of the
Mission at state, district and panchayat levels are provided in public domain. To enable States/
UTs to test water samples for water quality, and for sample collection, reporting, monitoring and
surveillance of drinking water sources, an online JJM – Water Quality Management Information
System (WQMIS) portal has been developed. Provision has also been made for transparent online
financial management through Public Financial Management System (PFMS).
Water being a State subject, discrepancies, if any observed in the reported data and ground realities,
through various monitoring mechanisms envisaged under the Mission, are taken up with respective
State Governments for taking requisite immediate corrective action.
