Will the Minister of PORTS, SHIPPING AND WATERWAYS be pleased to state:

(a) the current operational status of the Jal Marg Vikas Project (JMVP) in the country
indicating the total volume of cargo transported across operational National
Waterways in the country during the last three years, State-wise;
(b) the details of funds allocated and utilised for fairway development, channel marking
and automated navigational aids on National Waterway-1 (NW-1) during the said
period, year-wise;
(c) whether the Intermodal Terminal at Kalughat in Saran district of Bihar is fully
functional and if so, the details thereof including its container handling capacity and
cumulative expenditure incurred on its construction;
(d) whether the Government has sanctioned/completed community jetties under JMVP
on NW-1 and if so, the details thereof, State-wise including Bihar, district-wise; and
(e) whether the Government has taken steps to address seasonal draft variations and
low Least Available Depth (LAD) on the Ganga river in Bihar and if so, the details
thereof?

(a) The development of major infrastructure projects under the Jal Marg Vikas Project
(JMVP) have been completed. The infrastructure created under JMVP are now
operational and regular cargo/passenger transportation is taking place along National
Waterway (NW)-1 . The details of cargo transported across operational NWs in the
country during the last three years (State-wise) is given at Annexure-I.
(b) The details of funds allocated and utilized for fairway development, Channel
stabilization & Navigational Aids on NW-1 in the last three years are as given below;

Amount ( Rs. in Crore) 251.23 203.65 247.45(c) The construction of Inter Modal Terminal (IMT) Kalughat in Saran district of Bihar
is completed. The terminal has been handed over to M/s Summit Alliance Gateway
East (India) Private Limited on 31.10.2025 for operation and maintenance under the
Public-Private Partnership (PPP) mode. The terminal has an annual container
handling capacity of 77,000 TEUs developed to facilitate transportation of
containerized cargo through NW-1. The total expenditure incurred on the construction
of the terminal is Rs.87.13 crore.
(d) Yes. Under JMVP, the Government has sanctioned and completed the
development of 60 Community Jetties to provide safe and efficient riverine access for
hinterland communities and facilitate the movement of local passengers,
transportation of trade goods and agricultural produce etc. Out of the 60 Community
Jetties, 15 have been developed in Uttar Pradesh, 21 in Bihar, 2 in Jharkhand, and 22
in West Bengal. The State-wise details including Bihar district-wise is given at
Annexure-II.
(e) Yes. The Government has taken several measures to address seasonal draft
variations and effectively maintaining the required Least Available Depth (LAD) for
safe and efficient navigation of Inland Water Transport (IWT), which include fairway
development and river conservancy works consisting of maintenance dredging, river
training works, regular hydrographic surveys, channel marking and bank protection
measures etc. In Bihar the various fairway development interventions are ongoing
along stretches of Farakka–Kahalgaon, Sultanganj–Mahenderpur–Barh, Barh–Digha,
Digha–Majhaua and Kalughat Access Channel.Annexure-I
