Smt. JYOTSNA CHARANDAS MAHANT: Will the Minister of JAL SHAKTI be pleased to state: (a) the current status and implementation progress of the Jal Sanchay–Jan Bhagidari (JSJB) 2.0 campaign in Chhattisgarh, district-wise; (b) the details of Central assistance provided for groundwater recharge in the critical and semi-critical blocks of the said State and whether the sixty five per cent expenditure in critical blocks and forty per cent expenditure in semi critical blocks mandates under Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) for these blocks are being met and if so, the details thereof; (c) the number of rural households successfully provided with Functional Household Tap Connections (FHTCs) under the Jal Jeevan Mission as of February 2026 in Chhattisgarh along with the timeline fixed for achieving hundred per cent coverage; (d) whether the Government has conducted any performance evaluation or impact assessment of decentralized water conservation models currently being implemented in the said State and if so, the details thereof; and (e) the steps taken by the Government to ensure the long-term source sustainability of tap water schemes in tribal-dominated districts to prevent systems from becoming non-functional during the summer months? ANSWER THE MINISTER OF STATE FOR JAL SHAKTI (SHRI RAJ BHUSHAN CHOUDHARY) (a) to (e) The details of the Jal Sanchay–Jan Bhagidari (JSJB) 2.0 campaign in Chhattisgarh as per JSJB portal is attached at Annexure-I. As reported by Department of Rural Development, district- wise details of water related works taken up, expenditure made on water related works under Mahatma Gandhi NREGS in the critical and semi critical water stressed region in Chhattisgarh during 2025-26 (as on 08.03.2026) is attached at Annexure-II. As reported by Department of Drinking Water and Sanitation, as of February 2026, approximately 41,19,705 rural households in Chhatisgarh have been successfully provided with functional Household 1Tap connections (FHTC) under the Jal Jeevan Mission and the national target for 100% FHTC coverage under Jal Jeevan Mission for all rural households is 2028. Since its launch, Jal Jeevan Mission is implemented as a decentralized, demand-driven and community-managed programme to make provision of potable water to every rural household of the country including, in tribal-dominated districts wherein the Gram Panchayat and/ or its sub-committee/ user group i.e. Village Water & Sanitation Committee (VWSC)/ Pani Samiti are empowered to plan, implement, manage, operate and maintain in-village water supply system to provide regular and assured tap water supply in rural households. Under JJM, NGOs, Community Based Organizations (CBOs)/ Self Help Groups (SHGs)/ Voluntary Organizations (VOs), are also empaneled as Implementation Support Agencies (ISAs) to handhold and train VWSCs/ Pani Samitis in planning mobilizing and engaging communities, disseminating information and encouraging women participation for ensuring long-term operation & maintenance of the water supply infrastructure. For impact assessment, Dynamic groundwater resources of each State/UT including Chhattisgarh state has been carried out jointly by the Central Ground Water Board and State Government annually since 2022 as per the Ground Water Estimation Committee-2015 (GEC-2015) methodology.
