SHRI BASAVARAJ BOMMAI: Will the Minister of JAL SHAKTI be pleased to state: (a) the details of the works undertaken under the Jal Shakti Abhiyan (JSA) in Karnataka during the last three years, district-wise; (b) the amount of the funds allocated, released and utilised under the said Abhiyan in Karnataka during the said period; (c) whether any assessment has been made regarding the impact of the said Abhiyan on groundwater levels and drinking water availability, particularly in drought-prone districts of Karnataka and if so, the details thereof; and (d) the steps taken to ensure effective coordination with State Government schemes, Panchayati Raj Institutions and Urban Local Bodies for sustainable water conservation? ANSWER THE MINISTER OF STATE FOR JAL SHAKTI (SHRI RAJ BHUSHAN CHOUDHARY) (a) to (d) ‘Water’ being a State subject, the aspects related to water resources including its conservation are studied, planned, funded and executed by the State Governments as per their own resources and priorities. The Central Government supplements the measures and efforts being taken up by the State Governments. The Ministry of Jal Shakti launched the Jal Shakti Abhiyan (JSA) in 2019 as a time-bound, mission-mode water conservation campaign in 256 water-stressed districts. Jal Shakti Abhiyan: Catch the Rain (JSA: CTR) with the tagline: Catch The Rain, Where It falls, When It Falls, was expanded pan India in 2021, with five focused interventions (1) water conservation and rainwater harvesting (2) enumerating, geo- tagging & making inventory of all water bodies; preparation of scientific plans for water conservation based on it (3) Setting up of Jal Shakti Kendras in all districts (4) intensive afforestation and (5) awareness generation. The Abhiyan was scaled up to cover all districts, blocks, and municipalities across the country (rural as well as urban). The JSA: CTR 2025 was launched on 22nd March 2025 with the theme “Jal Sanchay, Jan Bhagidari: Jan Jagrukta Ki Or”. The details of JSA: CTR for the last three years in the State of Karnataka, as reported on the JSA: CTR portal, are attached at Annexure-I. 1The campaign emphasizes convergent financing from various schemes of the Central, State and local bodies like Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Atal Mission for Rejuvenation and Urban Transformation (AMRUT), Per Drop More Crop, Repair, Renovation and Restoration Components under the Pradhan Mantri Krishi Sinchai Yojana (PMKSY), Compensatory Afforestation Fund Management and Planning Authority (CAMPA), Finance Commission grants. To address the challenges faced by States and local bodies in implementation of the Jal Shakti Abhiyan campaign particularly in water-stressed regions including Karnataka, the Government of India has adopted a comprehensive, multi-pronged approach. As part of this strategy, Central teams consisting of Central Nodal Officers (CNOs) of the Rank of Additional Secretary/Joint Secretary/ Director/ Deputy Secretary and Technical Officers (TOs) from the organizations of Department of Water Resources, River Development & Ganga Rejuvenation are sent for field visits to the focused districts during the campaign for interaction with district authorities on Jal Shakti Abhiyan and to facilitate the districts and provide technical assistance. Further, State Nodal Officers are also appointed by all the states/ UTs including Karnataka to oversee the implementation of the campaign at state level. Under JSA: CTR campaign, Panchayati Raj Institutions play a central role in mobilising communities, facilitating local-level planning and ensuring participatory implementation and monitoring of water conservation works. They are actively involved in awareness generation, behaviour change communication and social mobilization, thereby strengthening grassroots participation and ownership. Ministry of Housing & Urban Affairs formulated guidelines for the States to adopt measures suitable to local conditions, such as Unified Building Bye Laws (UBBL) of Delhi, 2016, Model Building Bye Laws (MBBL), 2016 and Urban and Regional Development Plan Formulation and Implementation (URDPFI) Guidelines, 2014 with focus on requirement of rainwater harvesting and water conservation measures. As per the assessment 2025 of Central Ground Water Board assessment for Karnataka, the total Annual Ground Water Recharge is 19.27 Billion Cubic Metre (BCM) and the Annual Extractable Ground Water Resource is 17.41BCM. The Total Annual Ground Water Extraction of the state of Karnataka for the year 2025 has been estimated as 11.58 BCM. The Annual Extractable Ground Water Resource is 66.49 % for the state as a whole. Details are given in Annexure II. CGWB monitors groundwater levels throughout the country including the state of Karnataka on a regional scale. The state -wise water level measured for Post Monsoon 2025 during November 2025 for the state of Karnataka is given in Annexure-III. In order to assess the long-term fluctuation in ground water level, district -wise groundwater level data of November 2025 has been compared with the decadal mean of data of November 2015-2024, and the details are provided in Annexure IV. 2Steps taken to improve collaboration between Central and State agencies inter alia includes inclusion of representatives of various State Governments in various National Level Committees to ensure cohesive and holistic management of water resources, hold review meetings, conferences, workshops and video conferences at the highest level, wherein States are advised to plan and expedite implementation in a time-bound manner. In addition, field and site visits are also undertaken to handhold the States, and the progress is periodically monitored through video conferences, webinars, workshops and site visits. Further the State of Karnataka reported that: - i. Jal Shakti Abhiyan (JSA) is implemented in Karnataka as a campaign mode initiative for water conservation and rainwater harvesting in convergence with various Central and State schemes. During the last three years, works such as check dams, rejuvenation of water bodies, afforestation, and groundwater recharge structures have been undertaken across districts based on local requirements. ii.
